Regular BMP inspection and maintenance prevents costlyrepair and/or BMP replacement.The Small Residential Property BMP Inspection, Maintenance, and MonitoringChecklist at the end of this chapter provides inspection protocols, maintenanceactions, and monitoring requirements for BMPs most commonly installed onresidential properties less than 1 acre in size and all single family residential(SFR) properties.Periodically open inspectionports to check for sedimentaccumulation. 6.3 PROJECTS 1 TO 5 ACRES AND ALL COMMERCIAL,INDUSTRIAL, COMMUNICATIONS, AND UTILITIES (CICU)Commercial and large multi-family residential properties typically have higherpollutant and sediment loads because of their size and use. To retain their BMPCertificate, property owners and land managers must inspect, maintain, andrepair all temporary and permanent BMPs so they remain functional andeffective. Regularly inspect (weekly and within 24 hours after any runoffproducing storm event) all temporary and permanent erosion andsedimentation BMPs and maintain them so that they function as intended.Inlets should be inspected weekly at a minimum and daily during storm events.Inlet protection devices should be cleaned or removed and replaced whensediment has filled one-third of the available storage (unless a different standardis specified by the product manufacturer).Monitoring of BMP performance may be required to comply with the TRPACode of Ordinances. Staff time and financial resources, including contractingwith a BMP professional may be necessary to complete inspections,maintenance, and monitoring.6.3.1 BMP INSPECTION AND MAINTENANCE PLANAll commercial and large multi-family residential properties must develop aBMP Inspection and Maintenance Plan that identifies BMP inspection protocolsand necessary maintenance actions. An easy to use log should accompany thePlan to document all inspection and maintenance activities, which may berequested by TRPA AND/OR the local jurisdiction as proof that BMPmaintenance is occurring. The Plan should be specific to the property location,BMP types, property management organization, and on-site conditions 2 .Comprehensive plans typically include a site description and BMP inventory,training and education, BMP inspection protocols, maintenance actions, and arecord keeping system.• Site Description: This section should list the occupancy and uses of the siteand any other pertinent information such as slope elevations and contours,contributing and receiving drainage areas, and potential pollutants thatmight be necessary to characterize the site.• BMP Inventory: List each BMP on-site including non-structural BMPs suchas sweeping and staff training.
