• Surcharge storage above the wet pool – Areas above the wet pool that areinundated during storm events. This zone supports a number of speciesthat can survive intermittent inundations, similar to vegetation found in adry basin. When designing surcharge storage, minimize fluctuations inthe water surface elevation to 2 feet or less to limit stressing vegetation.• Consider including an underdrain pipe with a manual valve to completely orpartially drain the wet pool for maintenance, such as for vegetationharvesting or material removal. The submerged drain pipe should beprotected, with the valve located where it can be operated in a safe andconvenient manner.• Consider designing an accessible forebay at the inlet of a wet basin forremoval of coarse sediment and debris. A forebay sized at roughly 10percent of the wet pool volume is typically sufficient. The size of theforebay should be increased if significant sediment loading is anticipated.While the inclusion of a forebay may not be aesthetically pleasing, a forebaycan markedly improve the ease of routine maintenance and contribute toextended effectiveness.• The length to width ratio of a wet basin should be at least 2:1, but preferably3:1 or greater.• Conduct a water budget analysis to ensure available baseflow will supportthe design volume for the permanent or seasonal wet pool.• To promote pollutant removal, maximize the density of vegetation andreduce the area of open water pools and channels.• Prepare a landscaping plan that indicates the methods used to establish andmaintain wetland vegetation. Include selection of plant species, plantingplan, sequence for preparing wet basin bed (including soil amendments, ifneeded), and sources of plant material.• Provide easy access (typically 8 feet wide) to the basin perimeter to promoteroutine maintenance activities.• The following are cold climate considerations for wet basins:• Use inlet and outlet structures resistant to freezing, including weirs andpipes with a minimum diameter of 6 inches. If a perforated riser pipe isused at the outlet, the minimum diameter for weep holes should be ½inch.• Inlet pipes should not be submerged, since freezing conditions mayrestrict flow from entering the wet basin. Inlet pipe inverts should belocated at the top of the wet pool.• Configure the wet basin on-line with a continuous baseflow through thesystem to help prevent freezing.• Incorporate extended detention into the design to retain usable surchargestorage above the wet pool when it is frozen.TRPA <strong>BMP</strong> HandbookChapter 4: <strong>BMP</strong> Toolkit2012 4.4.1.1-Wet BasinPage 3
