BMPs such as dripline infiltrationtrenches or gravel armor for existing structures may generally be placed withinthe backshore with approval from TRPA.7.3.7 SOILS/HYDROLOGY INVESTIGATIONSBMP installations greater than 5 feet deep or in close proximity to an SEZ mayrequire a Soils/Hydrology Investigation. During this investigation a hole orboring is dug in the presence of a TRPA staff person who will determine thesuitability of the soils on site for infiltration. The permittee is responsible fordigging the hole and may choose to have additional experts on site.7.3.8 WATER QUALITY IMPROVEMENT PROJECTSJurisdictional water quality improvement projects are initiated by a localjurisdiction or agency for attainment of regulatory requirements. These typesof projects typically involve multiple parcels, roads, highways, and multiagencyreview. These projects require the submittal of a specific EnvironmentalImprovement Project Application and usually also require coverageverifications, land capability verifications, and soils/hydrology investigations.7.4 SUBMITTING A PERMITEach type of permit application has specific information required for review.The permit application includes a checklist which identifies the specificinformation needed in order for TRPA to determine if the project meetsTRPA guidelines. Current permit applications and checklists, as well as currentfee schedules, are available at www.trpa.org. Applicable fees might includepermit review fees, environmental mitigation fees, administration andinformation technology fees, and/or a refundable security.Completed permit applications may be submitted in person or by mail.Applications which do not contain all items required by the checklist will bereturned. Some permit applications for single family residential homes may besubmitted to the local building department. Review the first page of the permitapplication carefully to determine where to submit the application.Within 30 days after the application is submitted, TRPA will provide a noticeof complete application, or request additional information. After all necessaryinformation is submitted, TRPA will issue a conditional permit within 120days. This permit must be acknowledged (signed) by the permittee, and thenby TRPA. If changes to the plan or other items must be completed prior toproject construction or completion these items will be listed in the conditionalpermit. 7.5 SECURITIESSecurities are charged to ensure that projects are built as conditioned in thepermit and that appropriate BMPs are installed. The amount of a security isgenerally 110 percent of the cost of BMP installation. Securities are returnedafter the project is complete and a final inspection has been performed.Modifications to approved plans will require approval from TRPA or thepermitting authority. Significant changes may require the submission ofadditional fees.7.6 INSPECTIONS SCHEDULEPrior to commencement of construction, a pre-grading inspection by TRPAmust occur. During the pre-grading inspection, the permit is reviewed andtemporary BMPs are inspected. TRPA may also perform inspections duringconstruction. If modifications are needed due to utility or other conflicts,approval will be needed from the permitting authority.If the project will continue work past October 15, the property will need to bewinterized. Maintenance of the temporary BMPs throughout the winter is theresponsibility of the permittee.After construction is complete, all BMPs are installed, and all vegetation isestablished, contact the agency that issued your permit for a final inspection.
