Such groups usually require special assistance and attention in order to<br />

benefit from programs targeted at poor people. For instance, Hafkin<br />

(2.002.: 1) argues that women are not likely to benefit equitably from ICT<br />

projects unless special efforts have been made to: (i) identify their situation<br />

and needs; (ii) and take effective action to incorporate their active<br />

participation in project implementation and development. Women not only<br />

have less access to the technology itself, but are also financially limited and<br />

have less time to learn and use the technology. Hafkin also argues that<br />

women are absent from decision-making positions in information technology<br />

and in developing countries.<br />

As the majority <strong>of</strong> those who reside in the rural areas <strong>of</strong> Africa are women,<br />

this study sought to determine ways and means in which special assistance<br />

could be accorded to such groups <strong>of</strong> individuals' in-order to promote<br />

development.<br />

4.5.1.7 Extending and intensifying eXisting development programs that<br />

carry significant potential for additional community benefit from enhanced<br />

information management capabilities that are based on lCTs.<br />

An example <strong>of</strong> introducing telecommunication services into a rural<br />

community whilst <strong>of</strong>fering them income generating viability is that <strong>of</strong><br />

Grameen Telecom (2.005). The organization combines bank experience (in<br />

this case, Grameen Bank) with village based micro - enterprises, the latest<br />

digital wireless technology, Public Call Offices (peOs) and privately operated<br />

phone-centers. This concept has proven successful as the project benefits all<br />

parties concerned whilst catering for the needs <strong>of</strong> the communities.<br />

The study also sought to establish suitable initiatives that can be adopted by<br />

development agents in order to enhance information management<br />

capabilities that are based on ICTs within rural communities.<br />
