In spite <strong>of</strong> all these efforts on leT policy formulation, Parkinson (2005:34)<br />

reiterates that the main problem with the act is that it has overlaps and does<br />

not clearly establish the roles and responsibilities <strong>of</strong> the agency and the<br />

regulator. Audenhove (2003:6), on the other hand, retorts that South Africa<br />

still lacks a "formal vision <strong>of</strong> the information society in the form <strong>of</strong> an<br />

integrated policy or policy document", as different departments drive policy<br />

processes. According to Audenhove (2003: 135), there is a need to<br />

coordinate this broad body <strong>of</strong> different policy areas and integrate them with<br />

broader macroeconomic and developmental policies.
