indicate that the mobile subscriber base <strong>of</strong> both Celtel Kenya and Safaricom<br />

escalated to about 4,611,970 around June 2005.<br />

According to the Kenyan Government ICT sector report (2007:7), by the<br />

year 2006, this figure had sharply escalated to about 8,000,000 subscribers.<br />

(b) 73 registered ISPs, 16 <strong>of</strong> which are active; approximately 1,030,000<br />

users and over 1000 cyber cafes and telephone bureaus as <strong>of</strong> June<br />

2005.<br />

(c) 16 operational television stations and 24 FM radio stations.<br />

(d) Approximately 11,500 public phones installed throughout the country as<br />

oJ the year 2003.<br />

(e) An estimated 60% <strong>of</strong> the population has access to television and 90%<br />

have access to radio services.<br />

(g) Although there are several NGOs, particularly in Nairobi, that work<br />

with ICTs, the study isolated two organizations, namely AfriAfya and AUN­<br />

EA, that specifically work with ICTs and rural women.<br />

Kenya has a draft ICT Policy document. This document has, however, not<br />

yet been enacted into Parliament.<br />

Correspondingly, the findings in South Africa indicate that:<br />

(a) The South African Broadcasting Corporation (SABC) has 18 radio<br />

stations that broadcast in 13 languages. Over 19 million adults in South<br />

Africa tune into these stations daily (Department <strong>of</strong> Communications, 2005).<br />
