Problems <strong>of</strong> access and exclusion are still readily apparent, particularly with<br />

regard to the use <strong>of</strong> computers and the internet, which accounted for an<br />

average <strong>of</strong> only 5.4% <strong>of</strong> the respondents in rural KZN (South Africa) and a<br />

negligible 1.0% in rural RVP (Kenya). There is a compelling need to enact<br />

policies that take into consideration the socio-economic factors facing<br />

marginalised communities, such as cost, poor infrastructure, capacity<br />

building, etc.<br />

Survey results indicated that computerjinternet education is highly favoured<br />

by the respondents, as 66.5% in KZN (SA) and 81.5% in RVP (Kenya)<br />

thought it necessary. Worth noting is that the case study findings, together<br />

with the document review, helped to portray that with the appropriate<br />

information transfer models in place, lCTs are feaSible amongst marginalized<br />

populations.<br />

The next chapter (ten) summarizes the findings and presents the<br />

conclusions and recommendations.
