f) Promote the participation <strong>of</strong> female beneficiaries in the planning and<br />

implementation <strong>of</strong> computer! internet initiatives from the initiation phase to<br />

the implementation phase.<br />

g) Build ICT systems around women's areas <strong>of</strong> concern/needs, to enable the<br />

production and delivery <strong>of</strong> applicable information systems that are relevant<br />

to the women.<br />

h) Promote the use <strong>of</strong> a combination <strong>of</strong> technologies, such as the computer<br />

and related services (i.e. e-mail and the internet), wireless technology (i.e.<br />

the radio), satellite technology, traditional media communication technology<br />

(e.g. video), and discussion groups, to share and disseminate information.<br />

i) Establish local telecentres with female technicians and personnel on staff,<br />

preferably using existing local infrastructure - local development institutions<br />

like schools or even churches.<br />

j) Encourage and support the use <strong>of</strong> local languages in sharing and<br />

disseminating information.<br />

k) Explore the potential <strong>of</strong> developing the capacity <strong>of</strong> women's NGOs in<br />

order to deliver and support ICT use on a long-term basis.<br />

10.3.7<br />

Encourage electronic networking among women scientists<br />

a) Female African scientists should be encouraged to establish their own<br />

networks and link up with international networks.<br />

b) As natural resource managers and producers <strong>of</strong> much <strong>of</strong> the<br />

subsistence food in Africa, women's concerns should be carefully conSidered<br />

in the development <strong>of</strong> these information systems.<br />

c) Facilitation <strong>of</strong> regional and international links with other groups active<br />

in these theme areas, including the many electronic initiatives <strong>of</strong> African<br />

women expatriates abroad, and <strong>of</strong> women in other parts <strong>of</strong> Africa.<br />
