PREFACEThese Standard Specifications for the Construction of Roads andBridges on Federal Highway Projects are issued primarily for constructingroads and bridges on Federal Highway projects under the directadministration of the Federal Highway Administration. These specificationsare cited as "FP-96 English Units" indicating StandardSpecifications issued in 1996 and converted to United States standardmeasure units in 2001.When designated in a contract, the FP-96 becomes part of the contractand binding upon all parties to the contract. All construction contractsof the Federal Highway Administration are also governed by thefollowing regulations.``Federal Acquisition Regulation (FAR), Title 48, Code of FederalRegulations, Chapter 1.Transportation Acquisition Regulation (TAR), Title 48, Code ofFederal Regulations, Chapter 12.The FAR and TAR regulations are not included in the FP-96. However,some FAR and TAR clauses are supplemented in the FP-96. Acomplete copy of the FAR is available from the Superintendent ofDocuments, Congressional Sales Office, U.S. Government PrintingOffice, Washington, DC 20402.United States standard measure units are used in the FP-96 EnglishUnits as authorized by the Waiver Request of DOT Metric Policyapproved on May 5, 1999.iii
