PREFACEThese Standard Specifications for the Construction of Roads andBridges on <strong>Federal</strong> <strong>Highway</strong> Projects are issued primarily for constructingroads and bridges on <strong>Federal</strong> <strong>Highway</strong> projects under the directadministration of the <strong>Federal</strong> <strong>Highway</strong> Administration. These specificationsare cited as "<strong>FP</strong>-<strong>96</strong> <strong>English</strong> Units" indicating StandardSpecifications issued in 19<strong>96</strong> and converted to United States standardmeasure units in 2001.When designated in a contract, the <strong>FP</strong>-<strong>96</strong> becomes part of the contractand binding upon all parties to the contract. All construction contractsof the <strong>Federal</strong> <strong>Highway</strong> Administration are also governed by thefollowing regulations.``<strong>Federal</strong> Acquisition Regulation (FAR), Title 48, Code of <strong>Federal</strong>Regulations, Chapter 1.Transportation Acquisition Regulation (TAR), Title 48, Code of<strong>Federal</strong> Regulations, Chapter 12.The FAR and TAR regulations are not included in the <strong>FP</strong>-<strong>96</strong>. However,some FAR and TAR clauses are supplemented in the <strong>FP</strong>-<strong>96</strong>. Acomplete copy of the FAR is available from the Superintendent ofDocuments, Congressional Sales Office, U.S. Government PrintingOffice, Washington, DC 20402.United States standard measure units are used in the <strong>FP</strong>-<strong>96</strong> <strong>English</strong>Units as authorized by the Waiver Request of DOT Metric Policyapproved on May 5, 1999.iii
