recent society they have passed a process of so-called improvement,<br />

modernisation and theatricalisation which in fact is a process of<br />

Europeanisation<br />

using traditional culture and music. For example, for<br />

modernisation<br />

of national traditional orchestras, we organized a” national<br />

symphonic orchestra” consisting of all kinds of musical traditional<br />

instruments grouped following the model of the symphony orchestra. As a<br />

result,<br />

we have a disorderly orchestra because we cannot justify the pitches of<br />

strings of instruments. By nature, the strings are always used<br />

to create not<br />

fundamental pitches, but “ornamentalised” pitches created by various kinds<br />

of finger pressure or beating on the different string points.<br />

2.4. Necessary measures<br />

We have considered those negative traits in policies and necessary<br />

measures are taken. Some most important means are as follows:<br />

i. Encouraging and supporting the provincial and national musical<br />

troupes and theatres to perform traditional items<br />

ii. Encouraging to restore, revitalise traditional musical genres in<br />

community where they are created and developed in the past because they are<br />

historical evidence of creative talent of the Vietnamese people.<br />

iii. Enforce and realise the paragraph number 14 of the Law for<br />

protection of intellectual ownership which states that the law protects “all<br />

kinds of folk literature and folk arts”<br />

iv. The radio and TV must have a permanent program to introduce<br />

traditional cultural expessions of ethnic groups.<br />

v. Ratify as soon as possible the UNESCO Convention for safeguarding<br />

the cultural diversity of Humanity<br />

<strong>Music</strong> Diversity Questionnaire<br />

1. The complementarity or reciprocity between the protection of<br />

musical diversity and that of human rights.<br />

solidarity between ethnic groups or damages the independence and the<br />

unity of the country or are against the recent political regime or cause disorder<br />

in society or encourage violence, illegal sexuality, or use dirty language. They<br />

have also the freedom to choose any artistic style or artistic tools and method.<br />

The people have the right to choose and participate in any cultural or artistic<br />

activity, even the ceremonial-religious ones which 30 years ago were forbidden<br />

(National Constitution adopted 1992 defined that “The Vietnamese have the<br />

right to believe or not believe any religion or belief”) excepting if it<br />

causes the above-named prohibited things.<br />
