The state information bureau tried to act to reduce the disaffection caused by the<br />

issue among Finnish soldiers and in society. The bureau's main method for<br />

influencing society was by giving directives and circulars to the press and by<br />

censorship, which provoked dissatisfaction. As relationships become more<br />

common from year to year however, the original intention of the state information<br />

bureau to direct public opinion along more suitable lines largely failed. As a result,<br />

the bureau finally adopted the strategy of remaining silent. On 20 November 1942,<br />

it resolutely forbade newspapers to publish anything on relationships between<br />

German soldiers and Finnish women. The reason was the large amount of public<br />

attention paid to the phenomenon.<br />
