The new system of higher education financing has been shaped by the Education Act 12 with<br />
the later amendments and additions, the Public Finance Act 13 and other regulations.<br />
The mo<strong>de</strong>rnization, harmonization and competitiveness of Romanian higher education to the<br />
international standards are sustainable processes involving the <strong>de</strong>velopment of strategic<br />
objectives aimed at:<br />
improving economic and financial legislation to boost the autonomy of higher<br />
education institutions;<br />
<br />
<br />
the multiplication and diversification of higher education financing;<br />
an efficient system of resource allocation and economic and financial management of<br />
higher education institutions<br />
The overall funding of the higher education institutions is carried out by the Ministry of<br />
Education, Research, Youth and Sport with the support of the National Council for Financing<br />
Higher Education (CNFIS).<br />
The overall funding requires an increased substantiation of <strong>de</strong>cisions regarding the amount of<br />
allocations from the state budget for each institution of higher education and increased financial<br />
autonomy, the use of budget allocations and own revenues, in accordance with the objectives<br />
inclu<strong>de</strong>d in institutional strategic plan and the revenue and expenditure budget.<br />
Un<strong>de</strong>r this system of university funding the Ministry reserves the right not to allocate its budget<br />
on cost centres, enabling the financial autonomy of the universities. Such a system of global<br />
finance involves the shift from financing the inputs to financing the outputs 14 .<br />
Of the amounts allocated from the budget of the Ministry of Education, Research, Youth and<br />
Sport it is ma<strong>de</strong>:<br />
the core funding<br />
and the additional funding.<br />
The base funding of higher education institutions is carried out un<strong>de</strong>r an institutional contract<br />
ma<strong>de</strong> by each institution with the Ministry of Education, Research,Youth and Sport. The<br />
institutional contract shall inclu<strong>de</strong>, along with the core funding, in separate positions, the<br />
amounts allocated from state budget via the Ministry of Education, Research,Youth and Sport<br />
for scholarships and social protection of the stu<strong>de</strong>nts and the amounts allocated to achieve the<br />
investment goals.<br />
The funds for scholarships and social protection of the stu<strong>de</strong>nts are <strong>de</strong>termined by the number of<br />
stu<strong>de</strong>nts and PhD stu<strong>de</strong>nts in the regular frequency cycle.<br />
The funds from the state budget for the core funding are allocated differentiatedly for the higher<br />
education institutions in the light of the following 15 :<br />
the number of unitary equivalent stu<strong>de</strong>nts (70%);<br />
The relative qualitative indicators <strong>de</strong>termined for each university (30%)<br />
The number of unitary equivalent stu<strong>de</strong>nts is <strong>de</strong>termined by the equivalent number of stu<strong>de</strong>nts<br />
and their distribution by fields of education. The calculations are ma<strong>de</strong> by formulas using<br />
equivalence factors that consi<strong>de</strong>r education types and cost factors for each fields of study.<br />
