initiative and implementation of the policy in the education funding and human resources
from education.
The decision-making at national level is assisted by structures of experts established by the
Ministry and by the advisory organisms named by law: the National Council for Educational
Reform, the National Council of Attestation of Academic Titles, University Diplomas and
Certificates, The National Council for Higher Education Financing, the National Libraries
Council, the National Council for Training and Continuing Education, the national
commissions specialized on disciplines and the management structures of the reform
programs.
In Romania, the universities and the other higher education institutions are autonomous,
have the right to establish and implement their own development policies, under the existing
legislative framework. The university autonomy concerns the areas of leadership, structure
and functioning of the institution, teaching and scientific research, the administration and
financing. From a financial perspective the university autonomy is achieved as a right to
manage the funds allocated from the state budget or from other sources, according to the law
and to the personal responsibility.
The state higher education is financed from the state budget based on financing contracts
concluded between M.E.C.T.S and the higher education institutions.

3.3. CNFIS and the Romanian higher education funding
The National Council for Higher Education Funding (CNFIS) is an advisory national
organism of The Ministry of Education, Research, Youth and Sport that develops principles and
methods of allocation of the public funds to the Romanian state universities, which promotes the
continued growth of quality in the higher education system in Romania and supports the
principle of equal opportunity of access to the higher education.
According to “The rules of organization and functioning of CNFIS", the CNFIS’s role is to
make proposals on:
the funding needs of the higher education, taking into account the objectives of the national
development strategy for the higher education and the universities strategic plans;
the annual allocation of budgetary funds on higher education institutions;
