Diversification of ways of knowledge <strong>de</strong>livery. Thus, by 2005, new methods such as<br />

distance education (distance-learning courses), e-learning (combined web-based learning)<br />

and interactive learning in front (face to face interactions) were applied for 26<br />

specializations on more than 4,000 university stu<strong>de</strong>nts.<br />

In conclusion, at the institutional level the entrepreneurial response to increasing social need for<br />

aca<strong>de</strong>mic education in Romania was the establishment of new universities, the establishment of<br />

new faculties, <strong>de</strong>veloping new specializations and diversification of teaching-learning methods<br />

and assessments.<br />

Another aspect characterizing the situation of state-fun<strong>de</strong>d universities in Romania is the<br />

employment of budget allocations procedures also for university own revenues <strong>de</strong>rived<br />

primarily from tuition fees. This limits the eagerness for entrepreneurial behaviour and creative<br />

allocate limited resources to cover the needs of stu<strong>de</strong>nts in the educational process line<br />

(techniques and methods of learning), research (research centres) and institution facilities<br />

(sports, leisure, accommodation facilities). Any surplus from universities or faculties own<br />

revenues (from study fees) can not be recovered even by saving instruments and are allocated<br />

by redistribution to cover financing needs of faculty with a <strong>de</strong>ficit due to the low number of<br />

stu<strong>de</strong>nts. In these conditions is at least inappropriate even morally wrong that the incomegenerating<br />

faculties cover the <strong>de</strong>ficits of those faculties without any income from study<br />

fees. The example of strategy for internal allocation of financial resources at the University<br />

Nottingham may be followed through legislative changes concerning the rules of the<br />

universities and faculties own incomes. Investing in corporate ownership could be a first<br />

entrepreneurial activity.<br />
