Accordingly, the financing from the budget could be greatly reduced.<br />

2. The school fees as the main source of funding, are directly supported by the beneficiaries or<br />

by the private companies interested in recruiting highly educated staff. It is not normal that the<br />

workforce training, even the one that needs higher education, be supported from the public<br />

buged. The private employers should participate in the selection and financing studies of their<br />

future employees even when they are in their period of instruction. In Romania, this does not<br />

happens because the state participates in the financing of an excessive number of places for the<br />

public fun<strong>de</strong>d stu<strong>de</strong>nts in higher education. On the other hand, there are many families who pay<br />

for their children’s studies. If the budgetary funding is a strategy issue, the second one is a<br />

mentality issue. An alternative to the budgetary funding of the study fees can be represented by<br />

the bank loans.<br />

3. The bank loans for studies are for those who want to get their aca<strong>de</strong>mic preparation with<br />

their own forces. We consi<strong>de</strong>r that this type of coverage of school costs places pressure on<br />

teachers to preform at a higher standard. Certainly, those who un<strong>de</strong>rtake credits will be very<br />

careful and rigorous on the quality of teaching and would like to acquire as much knowledge as<br />

possible to provi<strong>de</strong> them the necessary professional skills. They realize sooner that only finding<br />

a job and geting a revenue ensure them the conditions for reimbursement of the<br />

credits. Regarding the credit scheme, the guarantee of the loans, the interest rates, the<br />

subsidizing of these credits, etc. are steps that can be set <strong>de</strong>pending on many factors. It is not<br />

simple but the i<strong>de</strong>a <strong>de</strong>serves to be consi<strong>de</strong>red.<br />

Regarding the number of places for the public fun<strong>de</strong>d stu<strong>de</strong>nts proposed by each university, for<br />

each field of study, they must be consistent with the ability to support in quality parameters the<br />

educational activities.<br />

The level of funding of a stu<strong>de</strong>nt, albeit equivalent, consi<strong>de</strong>red in or<strong>de</strong>r to <strong>de</strong>termine the amount<br />

of the fee, will be based on the costs implyied by a good preparation, broken down in chapters<br />

and items of expenditure. Specifically, the university can <strong>de</strong>termine anually the estimate funding<br />

for the stu<strong>de</strong>nt in each area and teaching cycle.<br />
