The CNFIS publishing regarding "The influence of the qualitative indicators over the core<br />
funding allocation for 2009" and about "The influence of the qualitative criteria used for the<br />
measurement of the performances in the aca<strong>de</strong>mic scientific research in 2009" allows each<br />
university to conduct an analysis of its own place in the hierarchy (in terms of the qualitative<br />
indicators) among the 49 higher education institutions in Romania with budget financing. The<br />
"gain" or the "loss" of budgetary financing due to the amount of the quality indicators will have<br />
an impact on the university strategy.<br />
3.4. UEFISCU and the Romanian higher education funding<br />
The Executive Unit for Financing Higher Education and University Scientific Research<br />
(UEFISCU) is a public institution administratively subordinated to the Ministry of Education,<br />
Research, Youth and Sport and to the functional subordination of the National Council for<br />
Financing Higher Education (CNFIS) and the National Council of Scientific Research for<br />
Higher Education (CNCSIS).<br />
Un<strong>de</strong>r the Law 150/2000, the UEFISCU mission is to manage the financial resources required<br />
to support the higher education and research <strong>de</strong>velopment where the main tasks are :<br />

the support for CNFIS and CNCSIS in the implementation of the M.E.C.T.S. policies;<br />
the organization of the competitions for grants, the implementation of the operational<br />
process for selection and auditing the programs and projects proposed for funding, the<br />
financial management support, the monitoring of the projects completion and the objectives<br />
fulfilling;<br />
the assurance of an efficient activity in CNFIS and CNCSIS relationships with the higher<br />
education institutions, with other organizations and public institutions;<br />
the resources management for CNFIS and CNCSIS activities, un<strong>de</strong>r current law.<br />
According to its mission UEFISCU sustains the institutions involved in the field of the higher<br />
education with a series of reports, analysis, dissemination of information, raw data, useful in<br />
setting the policies and strategies. The access to information allows the users to participate in<br />
various competitions for research funding, evaluation of research centers, and titles award.<br />
UEFISCU brings, through the research projects in which it is partner, a significant contribution<br />
to the improvement of the management practice in the higher education institutions. Noteworthy<br />
is the UEFISCU involvement in the Strategic Projects for the Higher Education, namely:<br />
"Quality and Lea<strong>de</strong>rship for the Romanian Higher Education", "PhD in Schools of Excellence",<br />
"PhD Studies in Romania - PhD School Organization", "Stu<strong>de</strong>nt Register"; "The improvement<br />
of the universitary management”.<br />
