18 Summary
On the first of January 2004 a new law of patient security was agreed to pass. The law
implies that every health person must report whenever they are involved in or observe
unintended incidents at work. The National Board of Health will administrate the reports and,
by learning from the incidents, try to improve the patient security and the working
environment on the hospitals in Denmark.
The main focus of this dissertation has been to identify what kind of obstacles the reporting
system would face during implementation. Furthermore, we wanted to create a
communication strategy that could help the National Board of Health to convince the health
personnel to report their incidents.
The first step was to interview doctors and nurses about their thoughts and notions toward
reporting incidents. We also researched other projects on the subject. Through interviews and
research we found that the norms and the culture among the health personnel did not
welcome the implications of the law at all. The Health personnel were actually afraid of
facing severe sanctions as a result of reporting incidents, and most of them did not understand
the utility value of reporting.
According to our analysis, the Board of Health would only succeed in implementing the
reporting system by using a strategic information network. Therefore we planned a network
communication strategy, where opinion leaders act as role models and pass the messages on
to the target group – the Health personnel. The dissertation points out recommended opinion
leaders and which messages and communication channels that should be used to influence the
target group. Our recommendations to the Board of Health offer solutions to the obstacles
that prevent health personnel from reporting their unintended incidents.
