18 Summary<br />
On the first of January 2004 a new law of patient security was agreed to pass. The law<br />
implies that every health person must report whenever they are involved in or observe<br />
unintended incidents at work. The National Board of Health will administrate the reports and,<br />
by learning from the incidents, try to improve the patient security and the working<br />
environment on the hospitals in Denmark.<br />
The main focus of this dissertation has been to identify what kind of obstacles the reporting<br />
system would face during implementation. Furthermore, we wanted to create a<br />
communication strategy that could help the National Board of Health to convince the health<br />
personnel to report their incidents.<br />
The first step was to interview doctors and nurses about their thoughts and notions toward<br />
reporting incidents. We also researched other projects on the subject. Through interviews and<br />
research we found that the norms and the culture among the health personnel did not<br />
welcome the implications of the law at all. The Health personnel were actually <strong>af</strong>raid of<br />
facing severe sanctions as a result of reporting incidents, and most of them did not understand<br />
the utility value of reporting.<br />
According to our analysis, the Board of Health would only succeed in implementing the<br />
reporting system by using a strategic information network. Therefore we planned a network<br />
communication strategy, where opinion leaders act as role models and pass the messages on<br />
to the target group – the Health personnel. The dissertation points out recommended opinion<br />
leaders and which messages and communication channels that should be used to influence the<br />
target group. Our recommendations to the Board of Health offer solutions to the obstacles<br />
that prevent health personnel from reporting their unintended incidents.<br />
