maximum speed at which a motor car may be driven along a<br />

public highway is twenty miles per hour, and no person may<br />

drive a motor car on a public highway recklessly or negli-<br />

gently, or at a speed or in a manner which is dangerous to<br />

the public, having regard to all the circumstances of th'e case,<br />

including the nature, condition and use of the highway, and<br />

to the amount of traffic which at the time actually is, or might<br />

reasonably be expected to be, on the highway. 1<br />
