METHODOLOGICAL APPROACH TO INTEGRATED COASTAL ZONE<br />

MANAGEMENT: A CASE OF STUDY IN THE STRAIT OF SICILY<br />

FASCIA COSTIERA: UN CASO DI STUDIO NELLO STRETTO DI SICILIA<br />

Abstract - In the coastal area of Sciacca (Strait of Sicily), where delicate ecosystems (e.g. Posidonia<br />

oceanica meadows), fishery (small-scale, industrial and recreational), tourism, nautical and small<br />

industrial activities coexist, a study of integrated coastal management, focusing on sustainable development<br />

of artisanal fishery, was carried out. This study describes a methodological approach to ICZM through the<br />

analysis of territorial and anthropic data, the identification of strength points and limits to development, of<br />

the conflicts and of the potential in the study area, and the proposal of management suggestions.<br />

Introduction - The multifaceted approach to the management of coastal resources,<br />

currently known as Integrated Coastal Zone Management (ICZM), has been described<br />

as the process of combining all aspects of the human, physical and biological<br />

components of the coastal zone within a single management framework (Pernetta &<br />

Elder, 1993). In the Mediterranean, such a concept has been formalized in the ICZM<br />

Protocol signed in Madrid on 21 January 2008 within the framework of the Barcelona<br />

Convention. The main purpose of ICZM is the realization of a plan of environmental<br />

development aiming at increasing social and economical prosperity of coastal<br />

communities toward long-term, including interaction and resolution of conflicts<br />

between economical sectors, reaching sustainable use of natural coastal resources with<br />

maintenance of biodiversity (Clark, 1992). In the coastal area of Sciacca (southern<br />

Sicily) delicate ecosystems, sites of community importance (Fondali di Capo San<br />

Marco and Foce del Fiume Verdura), fishery, tourism, nautical and small industrial<br />

activities coexist. This area, therefore, is of huge interest for studies aiming at<br />

integrated coastal management. In the present study, a methodological approach to<br />

ICZM mainly focused on artisanal fishery is proposed.<br />

Materials and methods - The study was carried out from December 2005 to<br />

November 2007, in the coastal zone of Sciacca (Strait of Sicily), and was articulated in<br />

two main aspects: analysis of the territory and fishery characterization. The study was<br />

developed in three consecutive phases:<br />

a) cognitive phase to delineate the environmental situation and the main activities<br />

interacting within the coastal zone, using both available data and experimental ones;<br />

the methods applied are resumed in Tab. 1;<br />

b) identifying phase to individuate the limits to development, the conflicts and the<br />

potential of the area;<br />

c) proposing phase to define instruments aiming at removing limits, solving conflicts<br />

and increasing productive capacity.<br />
