VII. In<strong>for</strong>mation and Instruction 109<br />

librarians, working both through the Librarians Association and the<br />

administration <strong>of</strong> campus libraries. Much more effective use <strong>of</strong> campus<br />

collections should result, and this consequence should provide an<br />

adequate incentive toward resolution <strong>of</strong> the problems.<br />

Region. Librarians are, and must be, more aware <strong>of</strong> their responsibilities<br />

<strong>for</strong> meeting the in<strong>for</strong>mation and referral needs <strong>of</strong> library<br />

users, and must recognize that the sources <strong>of</strong> help may extend beyond<br />

their libraries. Cooperative arrangements within regions will there<strong>for</strong>e<br />

be necessary. Existing ones should be supported and new ones<br />

made where needed.<br />

Within the <strong>University</strong>, the Berkeley and UCLA libraries have acted<br />

as regional centers <strong>for</strong> providing the libraries in the North and the<br />

South with computerized in<strong>for</strong>mation services through the New York Times<br />

on-line service mentioned earlier. Within geographic regions <strong>of</strong> the<br />

state, the UC libraries also participate in numerous cooperative arrangements<br />

to make in<strong>for</strong>mation more accessible. For example:<br />

• Reference librarians at UC Davis and CSU Sacramento share the<br />

Davis Automated In<strong>for</strong>mation Retrieval Service (AIRS), and in addition<br />

Davis provides traditional reference service to the Mountain Valley,<br />

North Bay and North State cooperative systems.<br />

• Riverside is the principal reference source <strong>for</strong> SIRCULS (San<br />

Bernardino, Inyo and Riverside Counties United Library Services).<br />

• Santa Barbara and San Diego <strong>of</strong>fer comparable reference services<br />

to networks in their region: the TIE (Total Interlibrary Exchange)<br />

and the Serra/METRO system.<br />

• Berkeley has an agreement with the East Bay In<strong>for</strong>mation Service<br />

(EBIS) to provide on-line data base services, and a contract is<br />

being negotiated with the Bay Area Reference Center (BARC) to provide<br />

reference services to public libraries in Northern <strong>Cali<strong>for</strong>nia</strong>.<br />

• UCLA provides reference service in the Los Angeles region<br />

through the Southern <strong>Cali<strong>for</strong>nia</strong> Answering Network (SCAN), and Irvine<br />

does the same <strong>for</strong> Orange County through LOCNET (the <strong>Libraries</strong> <strong>of</strong><br />

Orange County Network).<br />

At present, the costs <strong>of</strong> these services are absorbed by the<br />

libraries, which means that to the extent they are <strong>of</strong>fered other
