<strong>of</strong> the Academic Senate and campus division <strong>of</strong> the Librarians Association<br />
<strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> also advise on matters <strong>of</strong><br />
library policy and operations. <strong>The</strong> plan anticipates that this pattern<br />
will continue.<br />
Region. For the governance <strong>of</strong> the regional systems, there are<br />
already precedents in the <strong>for</strong>mation <strong>of</strong> the Northern Regional Library<br />
System. Discussions by the Chancellors at Davis, Berkeley, and Santa<br />
Cruz in the Spring <strong>of</strong> 1974 led to the <strong>for</strong>mation by the Library Steering<br />
Committee <strong>of</strong> a Subcommittee on Regional Library <strong>Plan</strong>ning <strong>for</strong> the<br />
Northern Campuses, chaired initially by Donald C. Swain, then Academic<br />
Vice Chancellor at Davis. By January, 1975, a list <strong>of</strong> objectives had<br />
been <strong>for</strong>mulated, and funds requested <strong>for</strong> five studies "to facilitate<br />
the development <strong>of</strong> a regional library plan." In April, 1975, the Subcommittee<br />
adopted its "Fundamental <strong>Plan</strong>ning Assumptions <strong>for</strong> Regional<br />
Library <strong>Plan</strong>ning in the North," stressing the point that the system<br />
must be unified rather than several separately-defined campus collections,<br />
giving high priority to bibliographic access and a direct<br />
borrowing system, and suggesting the inclusion <strong>of</strong> private universities<br />
and campuses <strong>of</strong> the <strong>Cali<strong>for</strong>nia</strong> State <strong>University</strong> and Colleges at an early<br />
date.<br />
<strong>The</strong> Subcommittee met several times during the Fall <strong>of</strong> 1975, and<br />
on February 23, 1976, voted to create the Northern Regional Library<br />
System. A Board <strong>of</strong> Directors was established, consisting <strong>of</strong> the<br />
<strong>University</strong> Librarians <strong>of</strong> the four Northern campuses and the Executive<br />
Director <strong>of</strong> <strong>University</strong>wide Library <strong>Plan</strong>ning, with the Librarian at<br />
Stan<strong>for</strong>d <strong>University</strong> as a "liaison member." <strong>The</strong> Board meets periodically<br />
to review regional matters, and has continued to study means <strong>of</strong> improving<br />
intercampus cooperation.<br />
With this as background and precedent, the plan recommends the<br />
following basic arrangement <strong>for</strong> governance and administration <strong>of</strong> the<br />
two regional systems:<br />
• A Board <strong>of</strong> Directors consisting <strong>of</strong> the <strong>University</strong> Librarians in<br />
the region and the Executive Director <strong>of</strong> Library <strong>Plan</strong>ning, ex <strong>of</strong>ficio.<br />
<strong>The</strong> Board would determine operating procedures <strong>for</strong> the region, with<br />
policy guidance from the Office <strong>of</strong> the Executive Director and the Library<br />
