XI. Governance 191<br />
• Administrative <strong>of</strong>ficers from the campuses, chosen on the basis<br />
<strong>of</strong> their interest in, and experience with, library policy matters,<br />
serve on the Systemwide Library Policy Steering Committee, and contribute<br />
both campus and administrative perspectives to the Committee's deliberations.<br />
<strong>Development</strong> <strong>of</strong> systemwide library policies and plans involves full and<br />
continual consultation not only with these bodies but with interested<br />
individuals throughout the <strong>University</strong>. Advice and recommendations from all<br />
sources are referred to the Library Policy Steering Committee, which will<br />
continue to be the primary advisory body on systemwide library poli-cy.<br />
Recommendations <strong>of</strong> the Steering Committee are then submitted to the Academic<br />
Vice President and the President <strong>for</strong> approval, and <strong>for</strong> any further<br />
discussion or dissemination they may deem appropriate.<br />
Once systemwide library policies and plans are approved, the Steering<br />
Committee is charged with implementing them, acting through the<br />
Executive Director as its operational arm and agent. Except <strong>for</strong> activities<br />
that are <strong>for</strong>mally organized on a systemwide or regional basis,<br />
however, the actual carrying out <strong>of</strong> library policies and plans will<br />
continue to be done by the individual libraries on each campus, where<br />
the particular needs and appropriate methods <strong>of</strong> operation are best<br />
known.<br />
Statewide. Many <strong>of</strong> the statewide cooperative ef<strong>for</strong>ts in which the<br />
<strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> libraries participate are likely to be carried<br />
out in the future through the <strong>Cali<strong>for</strong>nia</strong> Library Authority <strong>for</strong> Systems<br />
and Services (CLASS), <strong>of</strong> which the <strong>University</strong> is a member. Governance<br />
provisions <strong>for</strong> CLASS are specified in the "Joint Exercise <strong>of</strong> Powers<br />
Agreement" which serves as its charter and constitution. Final authority<br />
rests with the CLASS Board <strong>of</strong> Directors, composed <strong>of</strong> one representative<br />
from each <strong>of</strong> the participating segments. President Saxon serves<br />
as the <strong>University</strong>'s representative on the Board, with the Executive<br />
Director acting as his permanent alternate.<br />
Cooperative arrangements between CSUC and the <strong>University</strong> will in<br />
the majority <strong>of</strong> cases be arranged between the individual campuses involved,<br />
through participation in one <strong>of</strong> the regional systems, or<br />
