To meet these goals, the plan recommends the following steps:<br />
• limitation <strong>of</strong> branches to those materials likely to be needed<br />
immediately;<br />
• installation <strong>of</strong> automated circulation systems on each campus;<br />
• inclusion in the regular operating budget <strong>of</strong> the inter-campus bus<br />
system;<br />
• budgeting <strong>of</strong> funds <strong>for</strong> photocopies <strong>of</strong> materials, in cases where<br />
sending a photocopy to another campus is more appropriate than sending the<br />
actual material;<br />
• use <strong>of</strong> proxy borrowers and expediters <strong>for</strong> inter-campus loans, and<br />
encouragement <strong>of</strong> direct borrowing;<br />
• transmission <strong>of</strong> inter-campus borrowing requests by TWX and transmission<br />
<strong>of</strong> materials by jitney bus or UPS;<br />
• improvement <strong>of</strong> internal procedures <strong>for</strong> handling <strong>of</strong> inter-campus<br />
loans;<br />
• coordination <strong>of</strong> the UC inter-campus system with the CSUC system;<br />
• charging institutions outside the state <strong>for</strong> the costs <strong>of</strong> interlibrary<br />
loans;<br />
• <strong>University</strong>wide membership in the Center <strong>for</strong> Research <strong>Libraries</strong>;<br />
• use <strong>of</strong> the British Library Lending Division's services, and encouragement<br />
<strong>of</strong> ef<strong>for</strong>ts to develop improved access methods in other nations.<br />
In<strong>for</strong>mation and Instructional Services (pages 101-112). Users also<br />
need reference in<strong>for</strong>mation that they are unable to locate themselves, and<br />
instruction in the use <strong>of</strong> libraries and library materials. To improve<br />
such services, the plan recommends:<br />
• <strong>for</strong>malization <strong>of</strong> existing courses in library use and research, and<br />
allowance <strong>for</strong> library instruction courses in the staffing portion <strong>of</strong> library<br />
budgets;<br />
• encouragement <strong>of</strong> additional courses in subject bibliography and<br />
research methodology at the departmental level;<br />
• allowance <strong>for</strong> the cost <strong>of</strong> reference services to users who are not<br />
UC students or faculty;<br />
• a <strong>University</strong>wide system to insure that reference questions beyond<br />
the scope <strong>of</strong> one library are referred to a UC library or librarian with
