typically, these will be large sets <strong>of</strong> primary research materials, the<br />
cost <strong>of</strong> which prohibits their acquisition by each campus, and only a<br />
single copy <strong>of</strong> which is needed because the use (although important<br />
when needed) is expected to be relatively low. Selection and acquisition<br />
<strong>of</strong> these materials will be made by a committee <strong>of</strong> collection development<br />
<strong>of</strong>ficers under procedures already established and in operation.<br />
It should be noted that the combination <strong>of</strong> campus resources and<br />
special materials acquired on a regional basis, all made available<br />
(both physically and bibliographically) almost as easily as campus<br />
collections, will provide far richer resources <strong>for</strong> both teaching and<br />
research than now exists on any single campus.<br />
Regional systems will be governed by a board consisting <strong>of</strong> the<br />
<strong>University</strong> Librarians within that region, with an advisory committee<br />
composed <strong>of</strong> faculty, administrators and students. <strong>The</strong> staff <strong>of</strong> the<br />
regional facility, which should be small, will report administratively<br />
through a director to the Executive Director <strong>of</strong> Library <strong>Plan</strong>ning, as<br />
the systemwide library automation activities in Berkeley and Los<br />
Angeles do at present.<br />
<strong>University</strong>wide and State. Northern and Southern regional systems<br />
must be closely coordinated in order to provide all materials<br />
likely to be needed within one week. <strong>The</strong> present system <strong>of</strong> delivery<br />
between the Northern and Southern regions must be improved through<br />
a direct and scheduled United Parcel Service link; in addition, UPS<br />
will be used between any two campuses not within the same region.<br />
Materials within the <strong>University</strong> library collections will be identified<br />
and located by the use <strong>of</strong> on-line terminals, connected via computer<br />
to a machine-readable bibliographic data base already under construction.<br />
Some materials will be acquired <strong>for</strong> the entire <strong>University</strong><br />
system in a single copy, but located in one <strong>of</strong> the two regional facilities,<br />
again through procedures already in effect. Cataloging <strong>of</strong> all<br />
materials will be by a single on-line computerized processing system,<br />
which will provide in<strong>for</strong>mation on materials on order and in process<br />
throughout the <strong>University</strong> in order to prevent unintentional and unnecessary<br />
duplication.
