can be preserved more easily; and the material is not made inaccessible<br />
by being sent to the bindery at the time <strong>of</strong> peak usefulness.<br />
<strong>The</strong> plan there<strong>for</strong>e recommends:<br />
• that two regional compact shelving facilities be constructed, one<br />
in the North and one in the South;<br />
• that when a micr<strong>of</strong>ilm edition <strong>of</strong> a current journal is available,<br />
the micr<strong>of</strong>ilm edition be subscribed to in addition to the full-size copy,<br />
and that the micr<strong>of</strong>ilm edition be retained in lieu <strong>of</strong> binding the originals.<br />
Governance <strong>of</strong> the Library System (pages 187-192). No change in the<br />
present system <strong>of</strong> governance appears to be needed or desirable, except<br />
that provision must be made <strong>for</strong> governance <strong>of</strong> the regional systems. For<br />
this there is precedence in the existing Northern Regional Library System,<br />
which has a Board <strong>of</strong> Directors consisting <strong>of</strong> the <strong>University</strong> Librarians <strong>of</strong><br />
the four Northern campuses and the Executive Director <strong>of</strong> <strong>University</strong>wide<br />
Library <strong>Plan</strong>ning. <strong>The</strong> Board reports to a subcommittee <strong>of</strong> the Systemwide<br />
Library Policy Steering Committee, and staff members assigned to regional<br />
projects report administratively to the Executive Director. Following<br />
this model, the plan recommends:<br />
• that a Board <strong>of</strong> Directors be created <strong>for</strong> the Southern region as<br />
well;<br />
• that the regional Boards be charged with determining operating<br />
procedures <strong>for</strong> each region, with policy guidance from the <strong>of</strong>fice <strong>of</strong> the<br />
Executive Director and the Library Policy Steering Committee;<br />
• that each region have an advisory committee composed <strong>of</strong> administrators,<br />
faculty, and students;<br />
• that the director or coordinator <strong>of</strong> each regional facility report,<br />
<strong>for</strong> administrative purposes, to the Executive Director;<br />
• that representatives <strong>of</strong> other institutions that participate in<br />
the use <strong>of</strong> the facility serve on the regional Board in a liaison capacity,<br />
and be represented on the advisory committee.<br />
Advantages <strong>of</strong> the System. <strong>The</strong> advantages <strong>of</strong> the multi-level system<br />
are enumerated in greater detail in the separate chapters, but may be<br />
summarized as follows:<br />
1. Through the use <strong>of</strong> technology already available, a much greater<br />
percentage <strong>of</strong> the library material available in the <strong>University</strong> collections<br />
can be identified and located.
