Also, if steps have not already been taken, consideration<br />
should be given to the early development <strong>of</strong> arrangements<br />
<strong>for</strong> coordinating the administration <strong>of</strong> independent libraries,<br />
where such exist or may be created, with the campus<br />
library system, and chief campus administrative<br />
<strong>of</strong>ficers are authorized to take whatever steps are necessary<br />
to establish coordination or integration.<br />
<strong>The</strong> purpose <strong>of</strong> this directive is to assure that consideration<br />
will be given to the maximum general campus usefulness<br />
<strong>of</strong> all <strong>University</strong>-owned library facilities. 1<br />
In 1962, after consultation with the Library Council and the<br />
President's Council <strong>of</strong> Chief Campus Officers, President Kerr issued<br />
another policy statement which contained the following paragraph:<br />
All special libraries existing as parts <strong>of</strong> organized research<br />
units shall be administered as branches <strong>of</strong> the General Library,<br />
except where the type <strong>of</strong> collection involves special<br />
handling and where there exists mutual agreement between the<br />
General Library and the research unit. An exception requires<br />
the approval <strong>of</strong> the Chief Campus Officer. 2<br />
<strong>The</strong> 1974 Library Policy Task Force report mentioned the question<br />
<strong>of</strong> whether "<strong>University</strong>wide guidelines <strong>for</strong> branch libraries [should]<br />
be established." 3 but did not raise the issue <strong>of</strong> governance. In the<br />
absence <strong>of</strong> any evident need <strong>for</strong> a change in the present policy, there<strong>for</strong>e,<br />
the plan recommends none.<br />
Campus. <strong>The</strong> 1962 policy statement mentioned above also included<br />
a statement that:<br />
On each campus there shall be a <strong>University</strong> Librarian who<br />
shall report to the Chief Campus Officer. <strong>The</strong> <strong>University</strong><br />
Librarian shall be responsible <strong>for</strong> the development and management<br />
<strong>of</strong> the <strong>University</strong> Library. Deviations from this<br />
administration pattern must be approved by the President<br />
upon recommendation <strong>of</strong> the Chief Campus Officer.<br />
Since that time, the reporting relationships have been changed so<br />
that the <strong>University</strong> Librarian now reports to the Academic Vice Chancellor<br />
(or the equivalent) on each campus. A campus Library Committee<br />
