26 <strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> <strong>Libraries</strong><br />

For one thing, the impressive size <strong>of</strong> the total collections by no means<br />

implies that all parts <strong>of</strong> the <strong>University</strong> are served adequately; on the<br />

contrary, there are serious inadequacies on many campuses which must be<br />

overcome. Large portions <strong>of</strong> the collections are "invisible" to users<br />

on other campuses because <strong>of</strong> the lack <strong>of</strong> complete bibliographic listings.<br />

Facilities on many campuses are desperately overcrowded. Services<br />

to users are in many cases inadequate. And librarians, the <strong>University</strong><br />

administration, and the State alike are concerned about the continuing<br />

rise in library costs.<br />

<strong>The</strong>se and other problems must be addressed, with urgency but in a<br />

systematic way. Lasting and valid solutions will only come, not from<br />

quick and subjective recommendations, but from careful analysis <strong>of</strong> the<br />

entire enterprise, consideration <strong>of</strong> the real needs and requirements,<br />

and rigorous examination <strong>of</strong> the costs and benefits <strong>of</strong> alternative<br />

solutions. This approach, <strong>of</strong> necessity, involves consultation with many<br />

groups within the <strong>University</strong> and without, continuing research, and ongoing<br />

evaluation both <strong>of</strong> measures adopted and measures proposed.<br />

This plan attempts to begin that process.
