3. Make the decisions necessary to implement the program; and<br />
4. Monitor the progress <strong>of</strong> the implementation <strong>of</strong> the program.<br />
In 1975, the Steering Committee established the position <strong>of</strong> Executive<br />
Director <strong>of</strong> <strong>University</strong>wide Library <strong>Plan</strong>ning to direct and coordinate<br />
the library planning process, and to implement the policies and decisions<br />
<strong>of</strong> the Steering Committee which were approved by the Academic Vice President<br />
or made in accordance with authority delegated by him. <strong>The</strong> Executive<br />
Director also:<br />
1. Serves as the operational arm and agent <strong>of</strong> the Steering<br />
Committee;<br />
2. Makes recommendations to the Steering Committee on systemwide<br />
operation and policy matters;<br />
3. Initiates and coordinates the implementation <strong>of</strong> regional<br />
library planning projects;<br />
4. Participates in the review <strong>of</strong> library budget proposals, with<br />
particular emphasis on the compatibility <strong>of</strong> campus rationales and support<br />
levels with systemwide program priorities;<br />
5. Defines, with appropriate consultation, library system per<strong>for</strong>mance<br />
objectives and their resource implications;<br />
6. Initiates and coordinates staff activities to develop management<br />
in<strong>for</strong>mation <strong>for</strong> systemwide planning and program implementation;<br />
7. Provides progress reports on policy implementation to campus<br />
and systemwide personnel; and<br />
8. Coordinates campus and systemwide library automation programs<br />
through the <strong>University</strong>wide Library Automation Program, which reports to<br />
him.<br />
This position was filled in January 1976, and the new Executive<br />
Director was charged with immediate preparation <strong>of</strong> draft planning documents.<br />
Two drafts were then distributed <strong>for</strong> comments, and the responses<br />
served as the basis <strong>for</strong> a third version, entitled <strong>The</strong> <strong>University</strong> <strong>of</strong><br />
<strong>Cali<strong>for</strong>nia</strong> <strong>Libraries</strong>: Problems and Prospects. This report was adopted<br />
in May 1976 as a "working paper" which identified the systemwide policies<br />
and immediate action steps on which there was general agreement, and<br />
suggested the most promising avenues <strong>of</strong> investigation <strong>for</strong> problems yet
