converted as well. If the on-line system is inoperable, all <strong>of</strong> the<br />

records will be accessible through an index which will include entries<br />

<strong>for</strong> authors, titles, subjects, and titles <strong>of</strong> series. Copies <strong>of</strong><br />

the index will be placed at each terminal, and copies <strong>of</strong> the register<br />

will be available in each room or area where there are terminals.<br />

Phasing <strong>of</strong> the Project. In order to minimize costs and provide<br />

<strong>for</strong> an orderly transition from present methods <strong>of</strong> bibliographic access,<br />

the production <strong>of</strong> the on-line union catalog will be spread over<br />

a period <strong>of</strong> time. Some <strong>of</strong> the component parts already exist, as has<br />

been indicated earlier. <strong>The</strong> existing Bibliographic Data Base project<br />

will have produced approximately a quarter <strong>of</strong> a million records by the<br />

end <strong>of</strong> the current (1976/77) year, and another quarter <strong>of</strong> a mil-lion<br />

will be available as a result <strong>of</strong> use by the campuses <strong>of</strong> on-line<br />

technical processing systems. <strong>The</strong> Union List <strong>of</strong> Serials project has<br />

already compiled a data base <strong>of</strong> serial records contributed by the<br />

campuses, and is adding others through its participation in the<br />

externally-funded CONSER (Conversion <strong>of</strong> Serials) project.<br />

<strong>The</strong>se ef<strong>for</strong>ts will all be continued, but will contribute to and<br />

eventually be merged into the on-line union catalog project. <strong>The</strong> complete<br />

phasing <strong>of</strong> bibliographic projects is outlined in Table 12. As<br />

indicated, the initial ef<strong>for</strong>t will be concentrated on conversion to<br />

machine-readable <strong>for</strong>m <strong>of</strong> current cataloging records from 1973 to date.<br />

Until the on-line union catalog is operational, the Union List <strong>of</strong><br />

Serials will continue to be published, and several interim union<br />

catalogs <strong>of</strong> monographic holdings, consisting <strong>of</strong> records converted to<br />

date, will also be produced. In the meantime, specifications <strong>for</strong> all<br />

elements <strong>of</strong> the on-line system will be developed, and a pilot system<br />

will be tested in 1980/81. Assuming successful operation, the initial<br />

system will be put into use the following year. All user searching<br />

programs will be available by 1982/83, except <strong>for</strong> the Boolean search<br />

capability, and the system will be available to users during all hours<br />

the libraries are open. Conversion <strong>of</strong> records from 1973 to date will<br />

also be completed by this time, and current records from that year<br />

<strong>for</strong>ward will be added to the data base as an automatic by-product <strong>of</strong> the<br />

technical processing systems in the campus libraries. By 1983/84, the
