190 <strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> <strong>Libraries</strong><br />
Steering Committee.<br />
• An advisory committee composed <strong>of</strong> administrators, faculty, a<br />
student representative, and a representative <strong>of</strong> the Librarians Association<br />
<strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> (LAUC).<br />
• A director or coordinator <strong>of</strong> the regional facility, who would<br />
supervise the staff <strong>of</strong> each facility and report, <strong>for</strong> administrative purposes,<br />
to the Executive Director.<br />
It should be emphasized that the regional centers are intended to be<br />
Systemwide facilities, and will not be under the control <strong>of</strong> a single campus<br />
library.<br />
To the extent that CSUC and other institutions participate in the use<br />
<strong>of</strong> the regional facility, representatives from those institutions should<br />
also be invited to serve on the advisory committee, and the librarians <strong>of</strong><br />
those institutions should meet with the Board in a liaison capacity.<br />
Operating control <strong>of</strong> the facility, however, should remain under the jurisdiction<br />
<strong>of</strong> the <strong>University</strong>.<br />
Systemwide. All concerned and affected sectors <strong>of</strong> the <strong>University</strong><br />
should participate, directly or indirectly, in the governance <strong>of</strong> its library<br />
system. At present, there are several consultative and advisory<br />
channels which the plan assumes will continue:<br />
• <strong>The</strong> Systemwide Academic Senate Library Committee advises the <strong>University</strong><br />
on matters <strong>of</strong> library policy through two <strong>of</strong> its members who serve<br />
ex <strong>of</strong>ficio on the Library Policy Steering Committee, and report its deliberations<br />
back to the Senate.<br />
• <strong>The</strong> Library Council, composed <strong>of</strong> the <strong>University</strong> Librarians from<br />
each campus, the Deans <strong>of</strong> the two library schools, and several other<br />
<strong>of</strong>ficers, meets twice yearly to provide a channel <strong>of</strong> communication on<br />
systemwide library operating matters, and to make policy recommendations<br />
to the Steering Committee and the President. <strong>The</strong> chair <strong>of</strong> the Council<br />
serves ex <strong>of</strong>ficio on the Systemwide Library Policy Steering Committee,<br />
reporting the recommendations <strong>of</strong> the Library Council, and reporting back<br />
to the Library Council on actions by the Steering Committee.<br />
• <strong>The</strong> Librarians Association <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> (LAUC)<br />
provides recommendations on library matters through its President, who<br />
serves ex <strong>of</strong>ficio as a member <strong>of</strong> the Library Council.
