78 <strong>The</strong> <strong>University</strong> <strong>of</strong> <strong>Cali<strong>for</strong>nia</strong> <strong>Libraries</strong><br />

established a service which ships machine-readable cataloging records<br />

weekly to subscribers. <strong>The</strong> National Library has also decided to automate<br />

its card catalog, a decision it says was "inevitable, as the catalogue<br />

can no longer be cost-effectively maintained manually because <strong>of</strong> its<br />

size." 23 Great Britain also has a service that provides machine-readable<br />

records by subscription, and the British National Bibliography is produced<br />

by machine techniques.<br />

In addition to Great Britain and Canada, France and Australia have<br />

machine-readable bibliographic in<strong>for</strong>mation available, and there are<br />

bibliographic centers at work on similar projects in Belgium and Sweden.<br />

<strong>The</strong>se records can all be added to data bases accessible by UC<br />

faculty and students, and the number <strong>of</strong> such records will grow, but<br />

obviously it will be necessary <strong>for</strong> some time to rely primarily on<br />

printed bibliographies and similar tools to identify and locate materials<br />

not in this country. As more and more <strong>for</strong>eign materials are<br />

acquired, cataloged, and added to the American MARC tapes by the<br />

Library <strong>of</strong> Congress, however, this will become less and less <strong>of</strong> a<br />

hindrance. <strong>University</strong> library staff members can also encourage the<br />

development <strong>of</strong> international bibliographic systems through their<br />

participation in international pr<strong>of</strong>essional groups.<br />

Summary. In summary, the plan recommends:<br />

1) That the <strong>University</strong> move rapidly to establish a machinereadable<br />

bibliographic data base <strong>of</strong> its library holdings throughout<br />

the system;<br />

2) That access to this data base be provided by on-line<br />

terminals;<br />

3) That the <strong>University</strong>'s libraries encourage, ins<strong>of</strong>ar as<br />

possible, similar developments on a national and international scale.<br />

<strong>The</strong>se steps should provide <strong>for</strong> timely response by the library<br />

system to the user's first need--identifying and locating materialsand,<br />

at each <strong>of</strong> the six levels mentioned in the previous chapter,<br />

should allow a response tailored to the immediate and level <strong>of</strong> his<br />

need.<br />
