(e.g. city costs other than Miami's are not included), it is likely to be accurate<br />
to within 5%. Additi<strong>on</strong>al direct costs can certainly be identified <str<strong>on</strong>g>and</str<strong>on</strong>g> will<br />
increase this total, but it is the authors' judgment that such additi<strong>on</strong>al costs are<br />
likely to be less than $1.5 billi<strong>on</strong>. If <strong>on</strong>e were to add sec<strong>on</strong>d-order <str<strong>on</strong>g>and</str<strong>on</strong>g> further<br />
costs, it is likely that total damages could approach $40 billi<strong>on</strong> or even more,<br />
depending up<strong>on</strong> assumpti<strong>on</strong>s. As noted above, any tabulati<strong>on</strong> of damages<br />
ought to note explicitly the assumpti<strong>on</strong>s guiding determinati<strong>on</strong> of further order<br />
impacts as well as how benefits are c<strong>on</strong>sidered. Table 7.3 c<strong>on</strong>siders <strong>on</strong>ly direct<br />
costs associated with Andrew <str<strong>on</strong>g>and</str<strong>on</strong>g> ignores any benefits that might be related to<br />
the storm. Estimates of damages related to Andrew's impact in Louisiana are<br />
<strong>on</strong> the order of$I.0-1.5 billi<strong>on</strong>. Andrew's impact <strong>on</strong> the nati<strong>on</strong>al ec<strong>on</strong>omy was<br />
the subject of some debate (see, e.g., Fields 1992).
