The breaching of the building envelope by failure of openings (e.g., doors,<br />
windows) due to debris impact was a significant factor in the damage to many<br />
buildings. This allowed an unc<strong>on</strong>trolled buildup of internal air pressure that<br />
resulted in further deteriorati<strong>on</strong> of the building's integrity. Failure of manufactured<br />
homes <str<strong>on</strong>g>and</str<strong>on</strong>g> other metal-clad buildings generated significant debris.<br />
Numerous accessory structures, such as light metal porch <str<strong>on</strong>g>and</str<strong>on</strong>g> pool enclosures,<br />
carports, <str<strong>on</strong>g>and</str<strong>on</strong>g> sheds, were destroyed by the wind <str<strong>on</strong>g>and</str<strong>on</strong>g> further added to the debris.<br />

In additi<strong>on</strong> to structural factors in residential building, the assessment placed<br />
resp<strong>on</strong>sibility for the building failures <strong>on</strong> breakdowns in the broader processes<br />
of residential c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> building code compliance <str<strong>on</strong>g>and</str<strong>on</strong>g> enforcement.<br />
Much of the damage to residential structures resulted from inadequate design,<br />
subst<str<strong>on</strong>g>and</str<strong>on</strong>g>ard workmanship, <str<strong>on</strong>g>and</str<strong>on</strong>g>/or misapplicati<strong>on</strong> of various building materials.<br />
...Where high quality workmanship was observed, the performance of<br />
buildings was significantly improved. Inadequate county review of c<strong>on</strong>structi<strong>on</strong><br />
permit documents, county organizati<strong>on</strong>al deficiencies such as a shortage of<br />
inspectors <str<strong>on</strong>g>and</str<strong>on</strong>g> inspecti<strong>on</strong> supervisors, <str<strong>on</strong>g>and</str<strong>on</strong>g> the inadequate training of inspectors<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> supervisors are factors that may have c<strong>on</strong>tributed to the poor-quality<br />

In short, the excessive damage seen in south Florida resulted from a broad<br />
breakdown in the process of code enforcement <str<strong>on</strong>g>and</str<strong>on</strong>g> compliance.<br />
An investigati<strong>on</strong> by The Miami Herald revealed in detail the breadth <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
depth of the failures in the building code decisi<strong>on</strong> process. The Herald<br />
c<strong>on</strong>ducted a three-m<strong>on</strong>th investigati<strong>on</strong> during which they analyzed 60 000<br />
damage inspecti<strong>on</strong> reports for 420 south Florida neighborhoods. When they<br />
superimposed their neighborhood damage map over a wind speed map, "like a<br />
latent fingerprint found at a crime scene, a clear pattern has appeared in the<br />
vast sprawl of destructi<strong>on</strong> left by Hurricane Andrew" (Leen et al. 1992).<br />
Figure 7.3 shows a much simplified map of destructi<strong>on</strong> superimposed <strong>on</strong> a<br />
