emergency. Its primary aim is to ensure that people <str<strong>on</strong>g>and</str<strong>on</strong>g> property are<br />

properly protected in time <str<strong>on</strong>g>and</str<strong>on</strong>g> that the necessary human <str<strong>on</strong>g>and</str<strong>on</strong>g> physical<br />

resources are in place to support such protective acti<strong>on</strong>s. It can be<br />

modified to account for the c<strong>on</strong>straint of the hazard itself, the<br />

resp<strong>on</strong>se time available, <str<strong>on</strong>g>and</str<strong>on</strong>g> other c<strong>on</strong>diti<strong>on</strong>s which define the<br />

uncertainty of the decisi<strong>on</strong>-making envir<strong>on</strong>ment. FinalJ.y, it is used<br />
