The economic indicators in Exhibit 2, such as gross national income per<br />

capita, reveal great disparity in the economic resources available, <strong>and</strong> also<br />

that different policies exist about the percentage of funds that are spent on<br />

education. Economically, the <strong>PIRLS</strong> 2006 countries ranged from Luxembourg<br />

<strong>and</strong> Norway at the high end to Georgia, Indonesia, <strong>and</strong> Moldova at the low<br />

end. Although many of the <strong>PIRLS</strong> 2006 participants had 99 to 100 percent<br />

of their fourth-grade (or grade assessed) students in school, t<strong>here</strong> were<br />

differences in enrollment rates. Finally, pupil-teacher ratios ranged from 10<br />

to 12 for a number of participants to 28 in Morocco <strong>and</strong> 35 in South Africa.<br />
