men differently, <strong>and</strong> to explore scaling up of specific innovations that promote<br />

gender equality <strong>and</strong> women’s participation. Also, to ensure gender targets are<br />

being consistently met, a “gender team” can be formed to create processes<br />

that monitor gender targets at all stages. Mainstreaming the NAPAs with a<br />

gender perspective will not only contribute to successful progression towards<br />

the Millennium Development Goals (MDGs), but also alleviate environmental<br />

pressures by utilizing an overlooked demographic as innovative <strong>and</strong> potent<br />

agents of change.<br />

The following steps for gender mainstreaming were adapted from<br />

“Mainstreaming <strong>Gender</strong> into the <strong>Climate</strong> <strong>Change</strong> Regime” (COP 10, 14<br />

December, 2004) <strong>and</strong> were supported by the UNEP Women’s Assembly, held in<br />

Nairobi in October 2004:<br />

• Analyze the effects of climate change from both a male <strong>and</strong> female<br />

perspective;<br />

• Incorporate a female perspective when designing <strong>and</strong> implementing<br />

projects;<br />

• <strong>Gender</strong>-sensitive criteria <strong>and</strong> indicators should be developed <strong>and</strong><br />

applied;<br />

• When collecting <strong>and</strong> presenting data include women’s statistics as<br />

well as men’s;<br />

• Capitalize on the talents <strong>and</strong> contributions of both women <strong>and</strong><br />

men;<br />

• Set targets for female participation in activities;<br />

• Ensure that women are represented in 50% of all decision-making<br />

processes;<br />

• Make women’s equality, access to information, economic resources<br />

<strong>and</strong> education a priority;<br />

• Focus on gender differences in capabilities to cope with climate<br />

change adaptation <strong>and</strong> mitigation; <strong>and</strong><br />
