people may, for example, feel too inhibited in the presence of their superiors to<br />

participate actively or contribute effectively to the training. Similarly, in some<br />

cultures, people may feel more comfortable with participating fully if women<br />

<strong>and</strong> men are provided opportunities to speak in separate spaces.<br />

2. <strong>Training</strong> needs assessment<br />

Having decided on the target group, you must decide what potential<br />

participants in your training course need to know, <strong>and</strong> then find out what they<br />

already know. What they should know is largely dependent on their role in their<br />

institutions, <strong>and</strong> it is important to underst<strong>and</strong> their needs before planning your<br />

course. A possible way to find out what the participants’ needs are is by preparing<br />

a questionnaire that participants can fill out in advance of the training.<br />

3. Objectives of the training<br />

Based on the training needs assessment, you need to define the<br />

objectives of the training. A training course may aim at sensitization <strong>and</strong> awareness<br />

raising, if the concept of gender <strong>and</strong> climate is completely new to participants.<br />

If participants already have some sound knowledge, then the objective<br />

may be to enable participants to define procedures <strong>and</strong> criteria to measure if<br />

gender considerations have been taken into account, for example, in financial<br />

mechanisms. You also need to define how you expect the participants to use<br />

the information they are going to receive; this will allow you to fine-tune your<br />

messages.<br />

4. Choosing the length <strong>and</strong> timing of the training<br />

Depending on the target group <strong>and</strong> the objectives of the training,<br />

you must decide on the length <strong>and</strong> timing of the course. Remember that some<br />

decision makers may only be able to take part in a brief session, <strong>and</strong> that some<br />

people/organizations are busier at certain times of the year. Therefore, you need<br />

to make sure you are transmitting the essential information in the most appropriate<br />

way, <strong>and</strong> at a suitable time, using the best methodology <strong>and</strong> approach.<br />

5. Choosing relevant topics to be covered<br />

The choice of topics to be covered largely depends on the result of the<br />

training needs assessment, the objectives of the course <strong>and</strong> its intended length.
