In terms of the legal instruments, policy coherence should be ensured<br />

in three different dimensions as regards climate change <strong>and</strong> gender:<br />

• Coherence between the “Rio Conventions.” Both climate change<br />

<strong>and</strong> gender affect all Rio Conventions. Therefore, it is beneficial to<br />

adopt similar approaches as regards the mainstreaming of gender<br />

<strong>and</strong> promote a cross-fertilization of experiences. As the CBD is actually<br />

at the most developed stage of gender mainstreaming, the method<br />

applied by the Secretariat of the CBD could be used as a<br />

source of inspiration for the other two Conventions on climate change<br />

<strong>and</strong> desertification.<br />

• Shared approach at national level among NBSAPs, NAPAs <strong>and</strong><br />

NAPs. Due to the fact that all Rio Conventions are dealing at the<br />

moment with climate change issues, a harmonization exercise<br />

should be carried out at national level in terms of their approach<br />

towards climate change <strong>and</strong> gender (NBSAPs, NAPAs <strong>and</strong> NAPs)<br />

which could contribute to a more systematic approach to<br />

mainstreaming gender in the environmental sector. In fact, since<br />

some NBSAPs have already taken important steps<br />

towards the promotion of gender equality, the design of<br />

NAPAs can draw on their experience. Some NAPAs have already<br />

started to address some gender elements (Pearl, personal<br />

communication). For example:<br />

- Ug<strong>and</strong>a has included in their criteria equity <strong>and</strong> gender issues,<br />

taking into consideration disadvantaged groups. The NAPA also<br />

expresses the need to develop guidelines for mainstreaming<br />

gender issues.<br />

- Burundi’s Adaptation Plan mentions as one of its objectives<br />

women’s empowerment.<br />

- The Democratic Republic of Congo <strong>and</strong> Guinea documents<br />

recognize women’s role in water, agriculture, community<br />

development <strong>and</strong> their vulnerability.<br />

- Bhutan <strong>and</strong> Malawi include references to gender which are<br />

related to fulfilment of the MDGs <strong>and</strong> women’s participation.
