Clean Development Mechanism (CDM) <strong>and</strong> joint implementation (JI). Kyoto<br />
also created the AF to finance concrete adaptation projects <strong>and</strong> programmes<br />
in developing countries that are Parties to the Kyoto Protocol. This fund, which<br />
is managed by the Adaptation Fund Board (AFB, established at COP 13), is<br />
financed from a 2% levy on CDM projects as well as from other sources.<br />
Financing adaptation – the state of play<br />
The Bali Action Plan focused greater attention on the somewhat<br />
neglected area of adaptation in the international climate change funding<br />
regime. Bali identified four financing <strong>and</strong> finance-related components of<br />
adaptation: national planning for adaptation; streamlining <strong>and</strong> scaling up<br />
financial <strong>and</strong> technological support; enhancing knowledge sharing; <strong>and</strong><br />
institutional frameworks for adaptation.<br />
It further emphasized ‘Enhanced action on adaptation’ which include,<br />
inter alia, consideration of:<br />
• risk management <strong>and</strong> risk reduction strategies, including risk-sharing<br />
<strong>and</strong> transfer mechanisms such as insurance;<br />

• disaster-reduction strategies <strong>and</strong> means to address loss <strong>and</strong> damage<br />
associated with climate change impacts in developing countries<br />
that are particularly vulnerable to the adverse effects of climate<br />
change.<br />
Adaptation activities<br />

insurance as well as resources<br />
to reduce the risk of disasters<br />
<strong>and</strong> increase the resilience of<br />
communities to the growing<br />
number of extreme events.<br />
Most adaptation funding<br />
has gone to large-scale<br />
projects in Africa, Asia <strong>and</strong><br />
Latin America dealing with<br />
agriculture <strong>and</strong> forestry,<br />
water supply, <strong>and</strong> coastal<br />
zones. Very little has<br />

Action<br />
The National Adaptation Programmes of Action provide<br />
an important way to prioritize urgent adaptation needs<br />
for least developed countries (Article 4.9). They draw<br />
on existing information <strong>and</strong> community-level input to<br />
identify adaptation projects required now in order to<br />
enable these countries to cope with the immediate<br />
impacts of climate change. NAPA priority areas<br />
include water resources, food security, health, disaster<br />
preparedness <strong>and</strong> risk management.<br />
There is a great need for the effective participation<br />
of women <strong>and</strong> the integration of gender analysis<br />
into addressing the issues of vulnerability <strong>and</strong><br />
risk management from a holistic <strong>and</strong> sustainable<br />
development perspective.<br />
