CBD <strong>Gender</strong> Plan of Action<br />

The Convention on Biological Diversity is one<br />

of the most broadly subscribed international<br />

environmental treaties in the world with 190<br />

Parties. Opened for signature at the Earth<br />

Summit in Rio de Janeiro in 1992, the CBD is<br />

the international framework for the conservation<br />

<strong>and</strong> sustainable use of biodiversity <strong>and</strong> the<br />

equitable sharing of its benefits.<br />

The Executive Secretary of the CBD has<br />

placed great importance on the fact that<br />

gender equality is a prerequisite to poverty<br />

eradication <strong>and</strong> sustainable development. The<br />

livelihoods of rural <strong>and</strong> indigenous peoples <strong>and</strong><br />

those of communities living in poverty are often<br />

closely tied to the use <strong>and</strong> conservation of<br />

biodiversity. In these communities, women<br />

play a leading role in caring for their families <strong>and</strong><br />

communities, in sharing their intellectual <strong>and</strong><br />

social capital, <strong>and</strong> in protecting <strong>and</strong> managing<br />

biodiversity resources. In many societies,<br />

women as well as men are agents of change,<br />

but their contributions do not receive equal<br />

recognition. <strong>Gender</strong> equality between women<br />

<strong>and</strong> men has a cumulative effect of improved<br />

biodiversity management <strong>and</strong> protection, <strong>and</strong><br />

poverty alleviation for communities.<br />

The commitment of the CBD to<br />

mainstreaming gender considerations<br />

throughout its work started in March 2007, as<br />

the Executive Secretary appointed a <strong>Gender</strong><br />

Focal Point in line with the internal m<strong>and</strong>ates.<br />

Then, from 16–18 January 2008 in Geneva, the<br />

Secretariat of the Convention <strong>and</strong> the Senior<br />

<strong>Gender</strong> Adviser of IUCN carried out a workshop<br />

to elaborate the CBD <strong>Gender</strong> Plan of Action.<br />

The CBD <strong>Gender</strong> Plan of Action has been<br />

drafted on the basis of: an analysis of the<br />

current performance of CBD in the area of<br />

gender <strong>and</strong> biodiversity; a survey conducted<br />

among CBD staff; <strong>and</strong> a workshop with staff<br />

from divisions within the CBD Secretariat <strong>and</strong><br />

with the participation of resource persons<br />

from UNEP, WEDO, the Global Environment<br />

Facility Small Grants Programme (GEF-SGP)<br />

<strong>and</strong> UNDP. The Plan is also based on a review<br />

of the implementation of the action plans of<br />

similar institutions <strong>and</strong> international partners,<br />

including UNEP <strong>and</strong> IUCN.<br />

This Plan of Action defines the role that<br />

the CBD Secretariat will play in stimulating<br />

<strong>and</strong> facilitating efforts, both in-house <strong>and</strong> with<br />

partners at the national, regional <strong>and</strong> global<br />

levels, to overcome constraints <strong>and</strong> take<br />

advantage of opportunities to promote gender<br />

equality. It is also a reflection of the increasing<br />

awareness that gender equality <strong>and</strong> women’s<br />

empowerment are important prerequisites<br />

for biodiversity conservation <strong>and</strong> sustainable<br />

development.<br />

A presentation of the plan was made to<br />

delegates at the Sixth Meeting of the Working<br />

Group on Access <strong>and</strong> Benefit Sharing (WG<br />

ABS 6) <strong>and</strong> then approval of the <strong>Gender</strong> Plan of<br />
