• Task 4 of the programme of work asks “Parties to develop, as<br />
appropriate, mechanisms for promoting the full <strong>and</strong> effective<br />
participation of indigenous <strong>and</strong> local communities with specific<br />
provisions for the full, active <strong>and</strong> effective participation of<br />
women in all elements of the programme of work, taking into<br />
account the need to:<br />
a. Build on the basis of their knowledge;<br />

b. Strengthen their access to biological diversity;<br />
c. Strengthen their capacity on matters pertaining to the<br />
conservation, maintenance <strong>and</strong> protection of biological<br />
diversity;<br />
d. Promote the exchange of experiences <strong>and</strong> knowledge; <strong>and</strong><br />
e. Promote culturally appropriate <strong>and</strong> gender specific ways<br />
in which to document <strong>and</strong> preserve women’s knowledge of<br />
biological diversity.”<br />
All of these provisions refer specifically to women’s participation in CBD<br />
activities <strong>and</strong> do not deal directly with the promotion of equality. However, <strong>and</strong><br />
particularly since 2007, the CBD has initiated a process focused on promoting<br />
gender mainstreaming in its regular activities.<br />
For example, in a decision made at its second meeting in July 2007,<br />
the Ad Hoc Open-ended Working Group on Review of Implementation of the<br />
Convention (WG RI-2) urged Parties: “in developing, implementing <strong>and</strong> revising<br />
their national <strong>and</strong>, where appropriate, regional biodiversity strategies <strong>and</strong> action<br />
plans… [to] Promote the mainstreaming of gender considerations”. 38<br />
In regard to National Biodiversity Strategies <strong>and</strong> Action Plans (NBSAPs),<br />
Article 6 of the CBD establishes that each Party should develop its own NBSAP<br />
or equivalent instrument. The NBSAP or equivalent instrument must reflect the<br />
way in which the country intends to comply with the objectives of the CBD <strong>and</strong><br />
present plans, programmes <strong>and</strong> policies at the sectoral or multi-sectoral level.<br />
