3 ACTION AREA<br />

The action area includes “all areas to be affected directly or indirectly by the Federal action and<br />

not merely the immediate area involved in the action” (50 C.F.R. § 402.02).<br />

For purposes <strong>of</strong> the USFWS’s BiOp, the action area includes UKL in south central Oregon, and<br />

Gerber Reservoir and Clear Lake in the Lost River drainage <strong>of</strong> southern Oregon and northern<br />

California downstream to IGD (Figure 3.1). Please note that Clear Lake and Clear Lake<br />

Reservoir are the same water-body and the names are used interchangeably throughout this<br />

document. Within the Upper Klamath Basin, the action area includes Agency Lake, UKL and its<br />

tributaries, Keno Reservoir (also called Lake Ewauna), the Lost River including Miller Creek,<br />

and all <strong>Reclamation</strong>-owned facilities including reservoirs, diversion channels and dams, canals,<br />

laterals, and drains, including those within Tule Lake and Lower Klamath National Wildlife<br />

Refuges (Figure 3.2). The UKL tributaries are included in the action area because the<br />

conservation measures for listed suckers are likely to occur in these tributaries, not because the<br />

Project operations affect these species or their habitat within the tributaries.<br />

For the NMFS, the action area includes the mainstem Klamath River from IGD at River Mile<br />

(RM) 190 to the Klamath River mouth, as well as tributaries between IGD and the Salmon River.<br />

The Klamath River tributaries are part <strong>of</strong> the action area because one <strong>of</strong> the proposed<br />

conservation measures focuses on providing benefits to coho salmon populations within these<br />

tributaries.<br />
