coordinate with the NMFS to develop a practical approach for administering the SONCC coho<br />

conservation program funds.<br />

Habitat restoration projects funded by <strong>Reclamation</strong> will be designed and implemented consistent<br />

with techniques and minimization measures presented in California Department <strong>of</strong> Fish and<br />

Wildlife’s (CDFW) California Salmonid Stream Habitat Restoration Manual, Fourth Edition,<br />

Volume II (Part IX: Fish Passage Evaluation at Stream Crossings, Part XI: Riparian Habitat<br />

Restoration, and Part XII: Fish Passage Design and Implementation; Flosi et al. 2010, referred<br />

to as the Restoration Manual). Restoration activities include, but are not limited to, the<br />

following: instream habitat structures and improvements, barrier modification for fish passage,<br />

bioengineering and riparian habitat restoration, removal <strong>of</strong> small dams (permanent and<br />

flashboard), creation <strong>of</strong> <strong>of</strong>f-channel/side channel habitat, developing alternative stock-water<br />

supply, tail-water collection ponds, water storage tanks, piping ditches, fish screens, and<br />

installing headgates/water measuring devices. More details <strong>of</strong> these restoration activities and<br />

their associated minimization measures are provided in Appendix C. While the restoration funds<br />

may be used for restoration activities not listed above (e.g., placement <strong>of</strong> conservation easements<br />

on key habitat areas in the Klamath River basin), only the restoration activities listed above and<br />

described in Appendix C are considered in this BiOp.<br />

5 INTERRELATED AND INTERDEPENDENT ACTIONS<br />

Interdependent actions are those that have no independent utility apart from the action under<br />

consideration (50 CFR 402.02). Interrelated actions are those that are part <strong>of</strong> a larger action and<br />

depend on the larger action for their justification (50 CFR 402.02). The Services have<br />

determined there are no interdependent or interrelated actions associated with <strong>Reclamation</strong>’s<br />

proposed action considered in this BiOp.<br />
