13.4.3 SONCC Coho Salmon ESU<br />

When incidental take is anticipated, the terms and conditions must include provisions for<br />

monitoring to report the progress <strong>of</strong> the action and its impact on the listed species as specified in<br />

the Incidental Take Statement (50 CFR §402.14(i)(3)). However, monitoring the amount or<br />

extent <strong>of</strong> incidental take <strong>of</strong> coho salmon due to increased disease risks, habitat reductions,<br />

elevated water temperatures, reductions to dissolved oxygen concentrations, and decreased smolt<br />

outmigration rates, as a result <strong>of</strong> the proposed action is impossible as described earlier.<br />

Therefore, taking the above findings into consideration, monitoring <strong>of</strong> the impacts <strong>of</strong> incidental<br />

take shall be conducted by <strong>Reclamation</strong>.<br />

1. <strong>Reclamation</strong> will ensure (1) the annual monitoring <strong>of</strong> the percent <strong>of</strong> C. shasta infection<br />

rates for Chinook salmon in the mainstem between the Shasta River and the Trinity River<br />

during the months <strong>of</strong> May to July, and (2) the weekly monitoring <strong>of</strong> actinospore genotype<br />

II concentrations in the mainstem Klamath River immediately upstream <strong>of</strong> Beaver Creek<br />

during mid-April to June.<br />

2. <strong>Reclamation</strong> will annually monitor the number <strong>of</strong> restoration projects requiring<br />

dewatering, structural placement, or fish relocation. In addition, <strong>Reclamation</strong> will<br />

monitor the total number <strong>of</strong> coho salmon captured, relocated, injured, and killed for each<br />

restoration project.<br />

13.5 Reporting Requirements<br />

As part <strong>of</strong> meeting the reporting requirements <strong>of</strong> this Incidental Take Statement, <strong>Reclamation</strong><br />

shall provide the Services with an Annual Monitoring Report due March 1st every year and<br />

organize quarterly coordination meetings, for discussing progress on implementing the Terms<br />

and Conditions and associated monitoring requirements <strong>of</strong> this BiOp. To implement this<br />

requirement, <strong>Reclamation</strong> shall consult with the Services to develop a format for the Annual<br />

Monitoring Report that will be effective and efficient. The draft reporting format shall be<br />

developed by October 1, 2013, and presented to the Services for review, with a final format<br />

prepared by December 1, 2013. The first quarterly coordination meeting shall be organized by<br />

<strong>Reclamation</strong> to be held on a date in early September 2013 that is agreeable to the USFWS. The<br />

first Annual Monitoring Report shall be due March 1, 2014.<br />

The quarterly coordination meetings and the annual report shall include a description <strong>of</strong> actions<br />

<strong>Reclamation</strong> has taken and is preparing to take to be compliant with this BiOp. The coordination<br />

meetings and annual reports shall include: (1) Progress on implementation <strong>of</strong> the Environmental<br />

Water Account, (2) progress on implementation <strong>of</strong> the Terms and Conditions and associated<br />

monitoring, (3) progress on budgeting for implementation <strong>of</strong> the Terms and Conditions, and (4)<br />

progress on implementing the conservation measures that were included in the proposed action.<br />

Additionally, in the first quarter <strong>of</strong> each year, <strong>Reclamation</strong> shall convene annual ESA<br />

compliance meetings with USFWS and NMFS to describe and discuss BiOp compliance and<br />

incidental take monitoring. A summary necessary communications is found below in Table 13.9.<br />

A summary <strong>of</strong> coordination meetings related to Term and Conditions monitoring requirements is<br />

found below in Table 13.10.<br />
