2. In addition to the Spring/Summer EWA management weekly report, <strong>Reclamation</strong> will<br />

provide a weekly update report for the formulaic approach during the fall/winter operations<br />

including Williamson River flow, Link River Dam to IGD accretions, UKL levels, winter<br />

Project deliveries, Refuge deliveries, and any other relevant data NMFS identifies under<br />

implementation <strong>of</strong> the proposed action.<br />

3. <strong>Reclamation</strong> will provide rolling weekly graphs <strong>of</strong> the observed Williamson River flows and<br />

observed IGD flows versus the one and two week forecasted IGD flow schedules for the<br />

entire water year.<br />

4. <strong>Reclamation</strong> will provide all these weekly reports and information on daily Project deliveries<br />

listed in items 1 to 3 above onto <strong>Reclamation</strong>’s Klamath Basin Area Office website.<br />

5. By March 1 <strong>of</strong> the following year, <strong>Reclamation</strong> will provide an annual report on (1) the<br />

percent <strong>of</strong> C. shasta infection rates for Chinook salmon in the mainstem between the Shasta<br />

River and the Trinity River during the months <strong>of</strong> May to July, and (2) the weekly actinospore<br />

genotype II concentrations in the mainstem Klamath River immediately upstream <strong>of</strong> Beaver<br />

Creek during mid-April to June.<br />

6. <strong>Reclamation</strong> will provide an annual report on the type and location <strong>of</strong> each restoration<br />

project. The monitoring report will include the total number <strong>of</strong> coho salmon captured,<br />

relocated, injured, or killed for each restoration project, and will be submitted annually by<br />

March 1 to the NMFS Northern California <strong>of</strong>fice:<br />

7. All coho salmon mortalities must be retained, placed in an appropriately sized whirl-pak or<br />

zip-lock bag, labeled with the date and time <strong>of</strong> collection, fork length, location <strong>of</strong> capture,<br />

and frozen as soon as possible. Frozen samples must be retained until specific instructions<br />

are provided by NMFS.<br />

13.6 Conservation Recommendations<br />

Section 7(a)(1) <strong>of</strong> the ESA directs Federal agencies to utilize their authorities to further the<br />

purposes <strong>of</strong> the ESA by carrying out conservation programs for the benefit <strong>of</strong> threatened and<br />

endangered species. Conservation recommendations are discretionary measures suggested to<br />

minimize or avoid adverse effects <strong>of</strong> a proposed action on listed species, to minimize or avoid<br />

adverse modification <strong>of</strong> critical habitat, to help implement recovery plans, or to develop<br />

additional information.<br />

The Services make the following recommendations:<br />

13.7 USFWS Recommendations<br />

1. <strong>Reclamation</strong> should develop a Klamath Project Water Operations Manual, describing the<br />

annual water management <strong>of</strong> the three primary reservoirs, including details <strong>of</strong> KBPM modeling<br />

and EWA management, and operations at Tule Lake. The operations manual should also include<br />
