OVERVIEW OF BUSINESS<br />

Guinea Bissau<br />

<strong>Orange</strong> is currently the undisputed leader in mobile telephony,<br />

with around 58% market share. In <strong>2009</strong>, Mauritius <strong>Tele<strong>com</strong></strong><br />

launched innovative services (television over ADSL and mobile,<br />

mobile Internet through USB keys) and began offering valueadded<br />

services (ring tones and premium SMS).<br />

As the leader on the fi xed market, Mauritius <strong>Tele<strong>com</strong></strong> offers<br />

various voice and data services, both domestically and<br />

internationally. It also markets ADSL broadband offers (128<br />

kbps to 2 Mbps) and a multi-play TV over Internet offer (My.T).<br />

Mauritius <strong>Tele<strong>com</strong></strong> has been connected to international<br />

networks through the SAFE cable since 2002. In <strong>2009</strong>,<br />

Mauritius <strong>Tele<strong>com</strong></strong>’s investment in the LION cable gave it a<br />

second connection point, with the end goal of connecting to<br />

the Eassy and EIG cables.<br />

<strong>Orange</strong> has a network of 17 stores and over 5,000 retailers.<br />

Niger<br />

Niger has a population of 14.1 million .<br />

In November 2007, <strong>France</strong> <strong>Tele<strong>com</strong></strong>, which owns 89.60% of<br />

<strong>Orange</strong> Niger, acquired a <strong>com</strong>prehensive license in Niger (fi xed,<br />

mobile and Internet ).<br />

<strong>Orange</strong> started its <strong>com</strong>mercial activities in June 2008 on a<br />

booming tele<strong>com</strong>munications market, where the penetration<br />

rate increased from 13% to 16% between 2008 and <strong>2009</strong>. As<br />

the last player to enter this mobile market with three operators,<br />

<strong>Orange</strong> became the second operator , with 17% market share.<br />

<strong>Orange</strong> aims to be<strong>com</strong>e the reference partner for business<br />

customers and broadband Internet access offers. At the end<br />

of <strong>2009</strong>, just 18 months after it was launched, <strong>Orange</strong> Niger’s<br />

mobile market had 462,000 active customers.<br />

<strong>Orange</strong> Niger is currently the number 2 operator in terms of<br />

coverage, with 41% of the total population covered at end <strong>2009</strong>.<br />

The fi xed and Internet markets show great possibility for<br />

development, with the extension of coverage on the still-small<br />

network. <strong>Orange</strong> Niger hopes to be<strong>com</strong>e the leading Internet<br />

service provider in 2010, by opening new WiMax sites in the<br />

country’s main cities and providing custom offers to business<br />

customers.<br />

<strong>Orange</strong> Niger has divided its market geographically into six<br />

sales areas to make its services more local and customized.<br />

Central African Republic<br />

The Central African Republic has a population of 4.4 million .<br />

<strong>Orange</strong> Centrafrique, a mobile operator wholly-owned by<br />

<strong>France</strong> <strong>Tele<strong>com</strong></strong>, launched its GSM service in early December<br />

2007, and it also works on the Internet services market. Its<br />

mobile technology is exclusively 2G.<br />

The mobile market is developing briskly, with a constantly rising<br />

penetration rate (from 12% at end 2008 to 15% at end <strong>2009</strong>).<br />

<strong>Orange</strong> was the last of four operators to enter the market . At<br />

the end of <strong>2009</strong>, with a 34.9% market share, <strong>Orange</strong> moved<br />

ahead of Telecel, the fi rst operator to set up in the Central<br />

African Republic. Telecel’s strategy is mainly based on building<br />

customer loyalty. The two other operators are Moov and<br />

Nationlink.<br />

<strong>Orange</strong>’s mobile market counted 189,000 active customers at<br />

the end of <strong>2009</strong>, almost exclusively prepaid customers since<br />

very few people in this country have bank accounts.<br />

<strong>Orange</strong> Centrafrique is continuing to make investments to shore<br />

up its position in terms of coverage, primarily along the Bangui-<br />

Berbérati corridor, the country’s main economic hub.<br />

<strong>Orange</strong> Centrafrique has a network of two agencies (Bangui and<br />

Berbérati) and two franchises (in Bangui), plus 17 distributors<br />

and a team of around one hundred traveling salespeople in<br />

Bangui who exclusively sell <strong>Orange</strong> handsets and top-ups.<br />

Equatorial Guinea<br />

The Central African nation of Equatorial Guinea is geographically<br />

split into two parts, one continental region that borders<br />

Cameroon and Gabon, and a set of islands, including Bioko<br />

(home to the capital Malabo) and Annobón. It has an estimated<br />

population of 0.6 million.<br />

GETESA, Equatorial Guinea’s incumbent operator, is<br />

40%-owned by <strong>France</strong> <strong>Tele<strong>com</strong></strong> and 60%-owned by the State.<br />

It is active on the mobile and Internet markets.<br />

The mobile market is developing briskly, and the <strong>com</strong>petition<br />

is concentrated in the two largest cities, Malabo and Bata<br />

(continental region). A second operator, Hits, joined the market<br />

in November <strong>2009</strong>.<br />

At the end of <strong>2009</strong>, GETESA’s mobile market had 334,000<br />

active customers, up by more than 20% <strong>com</strong>pared with 2008.<br />

<strong>Orange</strong>-GETESA has a direct distribution network of 815<br />

retailers.<br />

New offers are set to be launched in 2010, with the introduction<br />

of GPRS and the development of SMS-related services.<br />

Guinea Bissau<br />

Guinea Bissau has a population of 1.8 million .<br />

<strong>Orange</strong> Bissau, a mobile operator 90%-owned by Sonatel,<br />

opened its GSM service in May 2007. <strong>Orange</strong> Bissau works on<br />

the mobile (2G), Internet , and fi xed voice markets, using voice<br />

over IP technology.<br />

The mobile market, which is mainly concentrated on voice use,<br />

has seen continual growth, with a penetration rate of around<br />

32% at end <strong>2009</strong>. <strong>Orange</strong> was the last to arrive on this market,<br />
