effi cient, with effective <strong>com</strong>petition driving usage by consumers,<br />

using more text and data services, as well as adopting mobile<br />

Internet . These factors have promoted the development of<br />

innovation, particularly of devices offering greater functionality<br />

while costing less.<br />

Of<strong>com</strong> have further reported that bundled services are ever<br />

more increasing in popularity allowing UK consumers to obtain<br />

at a lesser cost two or more services from one provider such<br />

as mobile telephony (and/or fi xed line telephone services) and<br />

broadband Internet .<br />

In <strong>2009</strong>, the number of public switched telephone network<br />

(PSTN) subscriptions represented 51.6% of the population, a<br />

decline of 1.0%, which had also been noted in 2008.<br />

The decline in fi xed traffi c due to the increase of mobile usage<br />

for calls and messages was limited to 6.6% in <strong>2009</strong>, after a<br />

decline of 10.7% in 2008 which was the largest decline of<br />

European countries (Spain, Italy, <strong>France</strong>, UK and Germany).<br />

VoIP (voice over IP) is driving the telephony market growth<br />

thanks to the increase in the number of users and the increase<br />

in VoIP ARPU by 34% from £6.75 in 2008 to £9.05 in <strong>2009</strong>.<br />

The total PSTN revenues fell by 4.5% in <strong>2009</strong> and 4.1% in 2008<br />

due to the evolution in the market towards lower rates and plans<br />

in order to retain fi xed-line subscribers and develop usage.<br />
