OUTSOURCING<br />

The amount of employers’ subsidies paid to the 19 works<br />

<strong>com</strong>mittees stood at 92 million euros, down from 2008 given<br />

the reduction in payroll.<br />

Total expenditure for <strong>France</strong> <strong>Tele<strong>com</strong></strong> S.A.’s social activities<br />

came to 183.5 million euros.<br />

Catering and social cohesion activities are managed directly by<br />

the <strong>com</strong>pany on behalf of the works <strong>com</strong>mittees. The increase<br />

in catering expenses is primarily due to the increase in structural<br />

renovation operations.<br />

In 2008, the <strong>France</strong> <strong>Tele<strong>com</strong></strong> Group implemented a new<br />

methodology for evaluating subcontracting, to provide more<br />

<strong>com</strong>prehensive information on the entire workforce contributing<br />

to carrying out the <strong>com</strong>pany’s business and to measure the<br />

contribution to the development of employment in <strong>France</strong> made<br />

by the Group.<br />

The use of employees belonging to external <strong>com</strong>panies takes<br />

place under contracts for services. It occurs especially in the<br />

areas of networks on activities covering analysis, engineering,<br />

architecture and technical work on networks and at the<br />

customer’s premises, and in information systems for design,<br />

development and integration activities. To a lesser extent, it also<br />

occurs in customer relationship on activities covering customer<br />

service call centers and telemarketing. .<br />

Outsourcing made up 26,040 full-time equivalent staff (monthly<br />

average) for the Group in <strong>France</strong> in <strong>2009</strong> (<strong>France</strong> <strong>Tele<strong>com</strong></strong> S.A.<br />

and the Group’s subsidiaries active in <strong>France</strong>), a drop of 3.5% in<br />

total outsourcing volume in <strong>2009</strong>.<br />

This decrease was primarily seen in information system<br />

development and operation, research and studies, and network<br />

operation. It was also visible in fi xed and mobile network<br />

operations after an increase in activity early in the year to repair<br />

damage to our networks following windstorm Klaus that hit<br />

south-western <strong>France</strong>.<br />

In addition to a straightforward contractual arrangement,<br />

<strong>France</strong> <strong>Tele<strong>com</strong></strong>’s relationship with its suppliers is structured<br />

around an economic, social and environmental performance<br />

assessment system, which allows for regular analysis of the<br />

services provided and planning of any joint corrective measures<br />

or ongoing improvement efforts required.<br />

The Group’s responsible purchasing policy is based on the<br />

QREDIC supplier evaluation process. Since 2004, an Ethics<br />

and Environment clause has been included in all of the Group’s<br />

contracts.<br />
