Delegations and the Administrative Negotiation Commissions<br />

and the Consultative Negotiation Commissions (electoral body<br />

with 117,545 electors; participation rate of 73.46% in the fi rst<br />

round).<br />

The electoral cycle continued in October, when Group<br />

employees were called to elect their representatives to the<br />

Board of Directors (electoral body with 119,263 electors;<br />

participation rate of 61.20% in the fi rst round).<br />

12 agreements and amendments were signed in <strong>2009</strong>, some<br />

of which focused on major topics such as jobs for seniors and<br />

measures to help people in the second half of their careers,<br />

as well as tele<strong>com</strong>muting, a measure included in the Group’s<br />

process for rebuilding.<br />

Labour issues were a major part of the agenda in the second<br />

half of <strong>2009</strong>. Management and Labour representatives entered<br />

into broad negotiations on a variety of topics starting in late<br />

August. These negotiations continued into early 2010. In the<br />

same vein, negotiations were started concerning the National<br />

Interprofessional Agreement on stress. These negotiations<br />

should <strong>com</strong>e to a conclusion soon.<br />

The French Works Council (Comité Groupe <strong>France</strong>), the body<br />

that brings together the Group’s French subsidiaries, met fi ve<br />

times in <strong>2009</strong> and works on information on the business, the<br />

fi nancial situation, the development of employment and the<br />

Group’s structure.<br />

In Europe<br />

The European Works Council is a place for discussion and<br />

dialogue on overall economic, fi nancial and social issues that<br />

go beyond any single country (manufacturing and innovation<br />

strategy, major investment policies, acquisitions, employment,<br />

etc.). In <strong>2009</strong>, it held three physical meetings: one in Paris, one<br />

in Strasbourg and one in Bratislava.<br />

This <strong>com</strong>mittee has 32 employee representatives from<br />

20 countries: Sweden, Norway, Finland, Denmark, Germany,<br />

Austria, Great Britain, Ireland, <strong>France</strong>, Spain, Portugal, Italy,<br />

Greece, Poland, Luxembourg, Netherlands, Belgium, Romania,<br />

Slovakia and Switzerland.<br />

Internationally<br />

The Group began negotiations to create a body for world-wide<br />

dialogue for Labour relations in the Group.<br />

The purpose of this body will be to:<br />

■ disseminate the Group’s overall strategy via multiple channels;<br />

■ present transnational projects that go beyond Europe and<br />

discuss them with employee representatives;<br />

■ develop the base for Labour relations in accordance with the<br />

Group’s objectives and values.<br />

Although <strong>2009</strong> brought out the importance of psycho-social<br />

risks (cf. last part of Chapter 17.1), it was also a year for<br />

continuing the work started in previous years.<br />

This work focused primarily on risk assessment, regulatory<br />

<strong>com</strong>pliance and support for the units. In addition to these major<br />

shared policies, certain risks have been the subject of special<br />

plans.<br />

Key Actions Continued in <strong>2009</strong><br />

Prevention Actors<br />

In <strong>2009</strong>, a new prevention training session was introduced. The<br />

French tele<strong>com</strong>munications national employment <strong>com</strong>mission<br />

(CPNE) wanted to take part this year. After the labeling phase<br />

conducted in previous years, it graded the quality of work,<br />

choosing one participant whose approach, analysis and<br />

management in his/her subject was exemplary.<br />
