In spite of a high penetration rate (119.2 lines for 100 inhabitants),<br />

mobile telephony remained dynamic during <strong>2009</strong>, fi nishing the<br />

year with 54.8 million customers, up by 4.8%. However, despite<br />

this customer base growth, mobile services revenues declined<br />

by 3.6% in <strong>2009</strong> for the fi rst time since GSM activities were<br />

launched in 1995. Decline in revenues is the result of an ARPU<br />

reduction of 7.8% deriving from increase in price sensitivity<br />

and subsequent adaptation of customers behavior, particularly<br />

through optimization of their tariff offers and signifi cant usage<br />

reduction (-4.6% AUPU).<br />

Other main market trends in <strong>2009</strong> were the launch of new “low<br />

cost” MVNOs, the generalization of abundance offers (notably<br />

off-net), which have be<strong>com</strong>e a standard on the market and the<br />

strengthening of mobile broadband and browsing services.<br />
